<br />Introduction <br />One part of the City's Comprehensive Surface Water Management Plan, is for staff to provide a <br />brief annual report to summarize development changes, capital improvements, and other water <br />management-related issues that have occurred over the past year. In the past this has been <br />completed as a part of the SWPPP Annual Report. In the interest of providing a more in depth <br />discussion of the storm water issues that staff has worked through during the course of the year <br />we are providing this as a separate document. This will allow us to include more information <br />and enable us to better plan for future storm water needs. <br /> <br />The City's CSWMP recommends that we review the plan every 5 years to determine if updates <br />are needed. Also, as a part of the 2008 Comprehensive plan update, the City's CSWMP will <br />need to be amended to ensure that it meets all of the new requirements of the Metropolitan <br />Council. The recommendations from this annual report will be incorporated into that update. <br /> <br />City staff keeps track of the majority of the rainfalls that occur within the City. This is <br />accomplished through a gauge at the Maintenance Building. We have included this information <br />at the end of this report. <br /> <br />The report includes the following sections; CSWMP Problem Area Updates, 2006 New Problem <br />Areas, 2006 City Projects, 2006 Redevelopment Projects, and Other Drainage Concerns. <br /> <br />CSWMP Problem Area Updates <br />Five problem areas were identified as a part of the 2003 CSWMP. Over the past 4 years we have <br />been able to address some of these areas through additional study or construction projects. Some <br />of the issues that were identified have been resolved while others have developed new concerns. <br />What follows is a summary of the status of these problem areas. <br /> <br />. Area 1- Avon- Brenner. <br />Over the years, the City has made a number of improvements to address street flooding <br />on Avon Street and Millwood Avenue as well as increasing the pollutant removal <br />efficiency within the Charlie Pond subwatershed of Lake Owasso. Changes in <br />subwatershed boundaries, the addition of the Valley Park ponds, new outlets, and larger <br />pipes have all played a role in improving the drainage for the area. <br /> <br />As recently as 6 years ago there were 13 vacant lots in this neighborhood. In the last 6 <br />years, 7 of these lots have been developed as single family homes. 6 of these lots are <br />located along the south side of Brenner Avenue west of Millwood Avenue. As these lots <br />continue to be developed, renewed neighborhood concern has been expressed about the <br />need for additional storm water improvements for this sub watershed. One of these vacant <br />lots is between 812 and 800 Brenner Avenue and has a low area that drains into the <br />City's system. To determine the role that this low lot plays in the updated overall storm <br />water system, a new model needs to be created. <br /> <br />Action to date: <br />While this area has been modeled in a variety of formats over the last 20 years, numerous <br />changes and modifications have been made within the watershed.
