Communication Items <br /> <br />Deb Bloom briefed the Commission on projects wrapping up for the <br />season. <br /> <br />Member DeBenedet mentioned his concern with the height of the stop <br />signs on the County Road C construction site. They are too low to see <br />over a van or SUV. Bloom said she had mentioned it to Ramsey County <br />and is not sure why it hasn't been taken care of. <br /> <br />5. James Addition Discussion <br /> <br />Chris Roy, Amr Jabr, and Marc Goess from Mn/DOT shared with the <br />Commission how the decision was made to close Oakcrest at Snelling and <br />if there's any possibility of things changing to keep it open. <br /> <br />Member Willenbring suggested keeping the intersection three-way and <br />channelizing traffic flow to prevent people from trying to make a left turn <br />out of Oakcrest onto Snelling. Chris Roy said this has been done in other <br />areas, but people still try to go around. <br /> <br />Chris Roy said traffic volumes are predicted to increase about 2% per year <br />and no one has yet addressed two of MnIDOT's three main concerns, <br />which is the closeness of the Oakcrest intersection the intersections at <br />County Road C and County Road B2. <br /> <br />Member DeBenedet asked how many accidents have occurred since the <br />intersection was changed to three-way only. Amr Jabr said there were <br />three in six months. Member DeBenedet asked for a breakdown of the <br />accidents. MnlDOT said they didn't have it with them, but they could get <br />it to staff at a later date. Member DeBenedet said he wanted to know how <br />many of the accidents were due to someone making a left turn out of <br />Oakcrest. <br /> <br />Member Willenbring wanted to restate that Oak crest would be left open <br />for right in, right out, traffic. MnIDOT said yes, they only wanted to close <br />the median. <br /> <br />Member DeBenedet asked what data MnlDOT had on traffic speeds <br />increasing. Chris Roy said he didn't have anything with him, but in <br />general, speeds have increase over the entire metro area. <br /> <br />Member DeBenedet asked if MnlDOT had any long-range plans for <br />Snelling Avenue, as far as adding lanes, etc. Chris Roy said there are no <br />major updates planned, but basic maintenance and updating would be <br />done periodically. <br /> <br />Page 2 of 4 <br />
