<br />Roseville Public Works, Environment and <br />Transportation Commission <br /> <br />Agenda Item <br /> <br />Date: May 22, 2007 <br /> <br />Item No: 7 <br /> <br />Item Description: Pathway Master Plan Discussion <br /> <br />Since the mid- 1980s, the City of Roseville has considered non-motorized trails to be a <br />significant part of its transportation plan. During the Vista 2000 strategic planning process, <br />Roseville residents called on the City to continue to develop additional multi-modal systems of <br />transportation with emphasis on non-motorized trail systems. As a result of Vista 2000, the <br />Pathway Advisory Committee was created. This group ofRoseville residents developed the <br />Roseville Pathway Master Plan. One of the major goals identified in this plan is the integration <br />of the local system with the larger regional system. The group identified and prioritized 20 <br />different pathway segments for construction that help complete the City's pathway network. <br /> <br />The Roseville City Council adopted the Roseville Pathway Master Plan in 1998 and it was added <br />to the Parks and Recreation Systems Plan, which is a section of the City's Comprehensive Plan. <br />This plan identifies and ranks a number of pathway facilities as critical to the area pathway <br />network. The priority ranking for development is based on criteria created by the Pathway <br />Advisory Committee. The criteria evaluates the pathway segments based on their ability to; <br />connect to multiple destinations, connect to the regional system, eliminate safety concerns, <br />expected usage, compatibility with adjoining properties, impact on adjoining properties and ifthe <br />segment filled a void in the system. <br /> <br />In the interest of achieving the goals set out by the Pathway Advisory Committee, City Staff <br />pursues alternative funding mechanisms to construct the recommended pathway segments. <br /> <br />The City's Pathway Advisory Committee last updated the plan in 2002-2003. We have included <br />the Master plan map. The other documentation was sent via emaillate last month. <br /> <br />Recommended Action: <br /> <br />Discussion of the current plan and of future actions and process to begin update of the plan. <br />
