Village on June 1, 1971, and any interest payment date thereafter, in inverse order of serial numbers, at par and accrued interest plus a premium of 2% of the par value of each bond prepaid on or before December 1, 1975, and at par and accrued interest without premium if prepaid on or after June 1, 1976. fue Village will mail notice of the call of any of the bonds for redemption, to the holder, if known, and to the bank at which principal and interest are then pay- able, not less than thirty days before the date specified for redemption. Holders of prepayable bonds desiring to receive such notice may register their names and addresses and the serial numbers of their bonds with the Village Treasurer. IT IS HEREBY CERTIFIED, RECITED, COVENANTED AND AGREED that all acts, conditions and things required by the Constitution and laws of the State of Minnesota to be done, to exist, to happen and to be performed preliminary to ,and in the issuance of this bond in order to make it a valid and binding general obligation of the Village according to its terms have been done, do exist, have haw-ened and have been performed as so required; that the Village has duly deter- mined. the necessity and contracted for the construction of said improvements; that the General Improvement Bond Sinking Fund has been duly created and provi- sion made for the support thereof by ad valorem taxes and special assessments to be levied for the,years and in aggregate amounts not less than five per cent (5%) in excess of sums sufficient to pay when due the principal and interest on aJ.1 bonds payable from that fund, and additional taxes, if needed for such pur- pose, 'my be levied upon all. taxable property in the Village, without limitation as to rate or, amount; and that the issuance of this bond did not cause the in- debtedness of the Village to exceed any constitutional or statutory limitation~. IN WlmESS WHmEOF the Village of Roseville, Ramsey County, Minnesota, by its Village Council, has caused this bond to be executed in its behalf by the (facsimile) signature of its M;t.yor and the (manual) signature of its Villa.ge Clerk, and sealed with a facsimile of its official seal, ha.s caused the interest coupons appurtenant hereto and the certificate appearing on the reverse side hereof to be executed and authenticated by the facsimile signatures of said officers, and has caused this bond to be dated as of June 1, 1966.
