Regular City Council Meeting <br />Monday, June 18, 2007 <br />Page 25 <br />City was going to have a park, it needed to have access to that park, <br />and not reserve it only for those already living in the neighborhood. <br />Councilmember Kough spoke in favor of the motion to proceed with <br />development in the Twin Lakes redevelopment area; expressed sup- <br />port for the project as presented; and opined that the developer would <br />do the project and City justice. <br />Mayor Klausing spoke in support of the motion, recognizing that the <br />issue was difficult for neighbors with the drastic change being pro- <br />posed in the neighborhood from its current natural state. Mayor <br />Klausing recognized the difficulty of the City Council in making these <br />land use decisions and balancing the competing rights, interests and <br />expectations of all parties. Mayor Klausing opined that, overall, the <br />project was a good plan, even though he preferred the plan with town <br />homes; however, he recognized the park access issues, age-related <br />housing needs, and need for fluidity for uses. Mayor Klausing noted <br />that he usually deferred to the recommendation of the Planning Com- <br />mission; however, opined that he didn't find their rationale in this case <br />as persuasive as the evidence presented. <br />Councilmember Roe spoke in support of the motion, opining that <br />none of the proposals were perfect for all parties; and noted that he <br />had watched the Planning Commission discussion and heard their <br />considerations. Councilmember Roe noted that, while he had some <br />questions about the shadow issues, there were other multi-story units <br />in Roseville near residential neighborhoods as well, and questioned <br />how the City could begin defining shadow issues. Councilmember <br />Roe further opined that he wasn't convinced that a discretionary EAW <br />was required in this instance. <br />City Attorney .Squires suggested that the motion to approve the Pre- <br />liminary Plat be made contingent upon successful approval of the re- <br />zoning. <br />Roll Call (as amended) <br />Ayes: Kough; Roe and Klausing. <br />Nays: Pust; Ihlan. <br />Motion carried. <br />
