Regular City Council Meeting Monday, June 18, 2007 Page 25 City was going to have a park, it needed to have access to that park, and not reserve it only for those already living in the neighborhood. Councilmember Kough spoke in favor of the motion to proceed with development in the Twin Lakes redevelopment area; expressed sup- port for the project as presented; and opined that the developer would do the project and City justice. Mayor Klausing spoke in support of the motion, recognizing that the issue was difficult for neighbors with the drastic change being pro- posed in the neighborhood from its current natural state. Mayor Klausing recognized the difficulty of the City Council in making these land use decisions and balancing the competing rights, interests and expectations of all parties. Mayor Klausing opined that, overall, the project was a good plan, even though he preferred the plan with town homes; however, he recognized the park access issues, age-related housing needs, and need for fluidity for uses. Mayor Klausing noted that he usually deferred to the recommendation of the Planning Com- mission; however, opined that he didn't find their rationale in this case as persuasive as the evidence presented. Councilmember Roe spoke in support of the motion, opining that none of the proposals were perfect for all parties; and noted that he had watched the Planning Commission discussion and heard their considerations. Councilmember Roe noted that, while he had some questions about the shadow issues, there were other multi-story units in Roseville near residential neighborhoods as well, and questioned how the City could begin defining shadow issues. Councilmember Roe further opined that he wasn't convinced that a discretionary EAW was required in this instance. City Attorney .Squires suggested that the motion to approve the Pre- liminary Plat be made contingent upon successful approval of the re- zoning. Roll Call (as amended) Ayes: Kough; Roe and Klausing. Nays: Pust; Ihlan. Motion carried.
