City of
t~1
•/.~,,
Minnesota, USA
Executive Session of the City Council
Minutes
Roseville City Hall Council Chambers
Monday, July 16, 2007
Present: Councilmembers Pust (per phone notification, arrived at 5:20
p.m.), Roe, Ihlan, and Kough and Mayor Klausing. Also present:
Attorneys Paul Reuvers and Amber Lee of Iverson 8v Reuvers; City
Attorney Scott Anderson; City Manger Bill Malinen; and, Finance
Director Chris Miller.
The Special Meeting convened at 5:00 p.m. in Open Session.
City Attorney Anderson advised that the Open Meeting law requires the
City, prior to closing a meeting, to state the grounds allowing closure and
to describe the subject to be discussed. City Attorney Anderson advised
that according to Minnesota Statute Section 13D.05 of the Open Meeting
Law, closure was permitted under the attorney/client privilege. City
Attorney Anderson described the subject to be discussed as a report by
Attorney Reuvers on Court proceedings in the Twin Lakes litigation,
including his opinions on City options, analysis of the issues, and
proposed actions and strategy in the case.
Roe moved, Klausing seconded, to go into closed session. Motion
approved 4-0. The Meeting was closed at 5:05 p.m. and the Council
convened in Executive Session. The meeting concluded at approximately
6:05 p.m.
