~lty ®ua~cll Study Session <br />1VI®nday, July 16, 2007 <br />Wage 11 <br />and knowledge throughout the organization created by attrition and <br />retirement; and technology advances and challenges. <br />L~dminiStratl®n <br />Mr. Miller noted that Administration ®perating divisions consisted of <br />the City Council and Commissions, Elections, FIurnan Resources, Re- <br />cycling and Communications, as well as Information Technology op- <br />erations and the License Center. <br />Highlights and discussion paints specific to administration included <br />undertaking performance measures; improved creation, storage and <br />public accessibility of internal record storage; increasing health care <br />cost fluctuations; License Center net revenues subsidizing the General <br />Fund; increased risk management functions and resources (Workers <br />Compensation and litigation issues); <br />Police Department <br />Specific discussion included staff restructuring; actual overtime costs, <br />mandated reasons, and union contractual requirements; impacts and <br />potential reimbursement for assistance with the upcoming Republican <br />National Convention; and potential revenue sources for the depart- <br />ment. <br />Councilmember Kough requested that Police Chief Sletner consider <br />and provide additional information regarding a motorcycle patrol for <br />the City. <br />Fire Department <br />Specific discussion included recent restructuring impacts and advan- <br />tages; current under-funding for vehicle replacement; and number of <br />operable stations. <br />Public Works <br />Mr. Schwartz noted that the operating divisions include Public Works <br />Administration, Engineering, Streets, Street Lighting, Building Main- <br />tenance, Central Garage, Sanitary Sewer, Water, Storm Drainage, and <br />Pathway/Parking Lot Maintenance. <br />
