City ~~u~c~~ Study Sess~~n <br />1Vlon~day, July ~ 6, 2007 <br />Page 13 <br />Specific highlights included a five year summary with 490 land use <br />applications processed; 7,313 building permits issued at a valuation of <br />over $240 million; 13 7 new single-family homes built in the commu- <br />nity; and implementation of "Compliance with Compassion" code en- <br />forcement program resulting in success and goodwill, with 2,559 code <br />enforcement complaints investigated with 96% of those resolved; and <br />a 100% worksite safety record. <br />City Manager Malinen thanked the City Council for their patience during the <br />presentation by departments; and thanked staff for their presentations. Mr. <br />Malinen encouraged individual Councilrnembers to provide their personal <br />goals, strategies and direction to staff over the next few weeks as the 2008 <br />City Manager-recommended budget was compiled to allow sufficient time <br />for staff to provide cost and impact information to the City Council. <br />Mr. Malinen advised that tonight's presentation would be forwarded elec- <br />tronically to the City Council following tonight's presentation. <br />Councilmember Pust expressed her appreciation to staff for the five-year <br />history provided in their presentations. Councilmember Pust requested staff <br />to provide comparison impacts based on inflation factors consistently for <br />each department; and breakdowns and comparisons including and excluding <br />personnel costs. Mr. Miller advised that this would be provided, with the <br />updated materials from tonight's presentation. <br />Recess <br />Mayor Klausing recessed the meeting at 8:3 0 p.m. and reconvened at 8 :40 p.m. <br />d. Discussion -Discuss Operating Fund Reserve Policy Presentation <br />Finance Director Miller presented the City's revised Operating Fund <br />Reserve Policy in markup form and with staff comments. l~~Ir. Miller <br />also included an excerpt (Attachment A} of comments and recom- <br />mendations made by Springstead from their recent analysis for the <br />City of Roseville of trends and fund balance guidelines. <br />Mr. Miller suggested that staff incorporate tonight's discussion into <br />draft resolution format for City Council consideration and action at <br />their upcoming regular business meeting; noting that the City Man- <br />
