Variance Board Meeting <br />Minutes – Wednesday, January 03, 2007 <br />Page 2 <br /> <br />proposed garage. <br /> <br />The applicant, Mr. Jerry Ronke, 1311 Ryan Avenue West, was present and participated in the <br />discussion with staff and Commissioners. <br /> <br />Mr. Ronke advised that his intent was to have indoor storage available for two (2) vehicles, in <br />addition to lawn equipment. Mr. Ronke advised that he was willing to remove existing <br />impervious surfaces (paving) to accommodate future construction of the proposed sunroom <br />and garage. <br /> <br />Additional discussion included case by case review of variances; the substantial impervious <br />surface coverage and size of the variance request; rear yard setback requirements and <br />encroachment impacts; surface water runoff mitigation options; applicant’s willingness to <br />install a rain garden or other mitigation options; willingness of applicant to decrease the depth <br />of the garage by up to six feet (6’); preference for inside storage of lawn equipment and two <br />(2) vehicles; location of and actual impervious surface coverage of existing pavers, and the <br />applicant’s willingness to remove some as applicable; and the applicant’s identification of the <br />temporary storage containers currently on the property. <br /> <br />No one appeared for public comment; and Acting Chair Boerigter closed the Public Hearing. <br /> <br />Further discussion included the Board’s support of a garage of less then the requested thirty- <br />two feet (32’), suggested in the twenty-eight to thirty foot (28’ – 30’ range); and the applicant’s <br />willingness to consider a smaller structure, to remove existing paving to reduce the <br />impervious surface of the lot, and to install rain water mitigation options; upon recalculation <br />by staff of actual impervious surface pavers needing to be removed. <br /> <br />Commissioner Doherty emphasized the seriousness of the Gottfried Pit sub-watershed, <br />already undersized for the amount of existing runoff; and flooding in the area due to lack of <br />adequate drainage. Commissioner Doherty noted that he was willing to attempt a solution for <br />the applicant, while at the same time addressing City drainage concerns. <br /> <br />Commissioner Boerigter spoke in support of the sunroom as a nice addition to connect the <br />house and garage; and was also mindful of options available to the City in addressing <br />impervious surface concerns regarding drainage; and recognized the applicant’s willingness <br />to embrace that approach and work with staff on viable solutions for the City while <br />accommodating his proposed project. Commissioner Boerigter concurred with Commissioner <br />Doherty on the need for recalculating the impervious surface coverage of the lot and <br />coordinating with City Engineer Deb Bloom regarding drainage concerns. <br /> <br />Mr. Ronke estimated that the impervious area of the pavers are comparable to the coverage <br />of the proposed sunroom addition. <br /> <br />MOTION <br />Member Doherty moved, seconded by Member Boerigter to adopt Variance Board <br />Resolution No. 51 entitled, “A Resolution APPROVING Variances to §1004 (Residential <br />Districts) of the Roseville City Code for Jerald Ronke, 1311 Ryan Avenue (PF07-003);” <br />allowing for the construction of a new garage with structures connecting it to the <br />principal building, with the proposed addition extending to a distance of approximately <br />thirteen feet (13’) from the rear property line; based on the comments and findings of <br />Section 5 of the project report dated January 3, 2007; <br />amended as follow: the depth of <br />the garage shall be reduced from thirty-two feet (32’) to twenty-eight feet (28’); that the <br />total impervious surface not exceed forty-one percent (41%) of the total lot area, <br />including the amount of paved surface; and that the applicant agrees to provide storm <br />water mitigation so that the equivalent impervious surface does not exceed thirty <br /> <br />
