Variance Board Meeting <br />Minutes – Wednesday, April 04, 2007 <br />Page 2 <br /> <br />Staff-recommended APPROVAL of the request, based on comments and findings in <br />Section 5, and the conditions outlined in Section 6 of the staff report dated April 4, <br />2007. <br /> <br />Discussion included adjacent neighbor comments – no concern once staff explained. <br /> <br />The applicant was present, but had no comment. <br /> <br />Public Comment <br />No one appeared for or against. <br /> <br />Acting Chair Boerigter closed the Public Hearing. <br /> <br />MOTION <br />Member Doherty moved, seconded by Member Wozniak to adopt Variance <br />Board Resolution No. 55 entitled, “A Resolution APPROVING a Variance to <br />§1004 (Residential Districts) of the Roseville City Code for Bruce Lindgren, 1213 <br />Burke Avenue (PF 07-015);” for a requested residential addition, based on the <br />comments and findings of Section 5 and the conditions of Section 6 of the <br />project report dated April 4, 2007. <br /> <br />Ayes: 3 <br />Nays: 0 <br />Motion carried. <br /> <br />Acting Chair Boerigter advised the applicant of the appeal process timeframe. <br /> <br />b. PLANNING FILE 07-016 <br />VARIANCE to Roseville <br />Request by Michelle Grimes, 1741 Stanbridge Avenue, for a <br />City Code,§1004 (Residential Districts) <br /> to allow more impervious surface coverage <br />than the Code allows. <br /> <br />Acting Chair Boerigter opened the Public Hearing for Planning File 07-016. <br /> <br />Associate Planner Bryan Lloyd reviewed the request to allow construction of a <br />residential addition; with the proposed addition increasing the impervious surface area <br />on the lot by approximately nine hundred (900) square feet, for an overall total of <br />4,800 square feet. <br /> <br />Mr. Lloyd advised that the existing house on the property has livable area of 912 <br />square feet; and has a mold and insulation issue that will be addressed by the <br />owners, regardless of whether the variance request is approved. Mr. Lloyd noted that <br />the applicants purchased the property in large part because the rambler-style home is <br />accommodating to the owner’s health condition; and the proposed addition is <br />designed to allow more complete one-level living as/if the health condition worsens. <br /> <br />Mr. Lloyd noted that City Engineer Debra Bloom had expressed no concerns in her <br />initial review of the request; but that with the addition exceeding the 30% impervious <br />coverage limits, there would be mitigation measures required. <br /> <br />Staff-recommended APPROVAL of the request, based on comments and findings in <br />Section 5, and the conditions outlined in Section 6 of the staff report dated April 4, <br />2007. <br /> <br /> <br />
