Variance Board Meeting <br />Minutes – Wednesday, May 02, 2007 <br />Page 3 <br /> <br />Mr. Lloyd responded that the construction meets the definition of “addition” within the <br />City’s building code; and was directly related to the applicant’s storm water <br />management plan. <br /> <br />Mr. Lloyd noted a correction on the staff report, Section 8.2, that any appeal must be <br />submitted in writing to the City Manager by NOON on My 16, 2007, for a hearing <br />before the City Council. <br /> <br />The applicant was present, but had no comment and Commissioners had no <br />questions of the applicant. <br /> <br />Public Comment <br />No one appeared for or against. <br /> <br />Acting Chair Boerigter closed the Public Hearing. <br /> <br />MOTION <br />Member Doherty moved, seconded by Member Boerigter to adopt Variance <br />Board Resolution No. 57 entitled, “A Resolution APPROVING Variances for <br />John Erickson (Gold Eagle Cleaners), 1233 Larpenteur Avenue (PF07-012);” for <br />a four foot (4’) VARIANCE for the existing building setback from the eastern <br />property line; a one foot (1’) VARIANCE for the parking lot setback along the <br />Larpenteur Avenue right-of-way; a five foot (5’) VARIANCE for the parking lot <br />setback from the eastern property line; and a five foot (5’) VARIANCE to the <br />required parking lot setback from a side property line; all to §1005.01 (Business <br />Districts – Minimum Dimensional Requirements – Setbacks) of the Roseville <br />City Code based on the comments and findings of Section 5 and detailed <br />conditions of Section 6 of the project report dated May 2, 2007; <br />as amended in <br />the Bench Handout to include Condition number 6 reading: “[An encroachment <br />agreement must be signed by the applicant to release the City from any <br />financial liability of the parts o the retaining wall encroaching into the sanitary <br />sewer easement were to be damaged while working within the easement;]”and <br />clarifying the staff report, Section 5.9, that the application is for an “addition,” <br /> <br />not a “new structure.” <br /> <br />Ayes: 3 <br />Nays: 0 <br />Motion carried. <br /> <br />Acting Chair Boerigter advised the applicant of the appeal process timeframe. <br /> <br />b. PLANNING FILE 07-022 <br />VARIANCE to <br />Request by Richard Browne, 397 South Owasso Boulevard, for a <br />Roseville City Code,§1016.26B1 (Storm Water Management – Specific <br /> <br />Standards – Impervious Surface Coverage) <br />to allow more impervious surface <br />coverage than the Code allows on a lakefront residential lot. <br /> <br />Acting Chair Boerigter opened the Public Hearing for Planning File 07-022. <br /> <br />City Planner Thomas Paschke reviewed the request to allow reconstruction of a <br />residential home with attached garage and driveway, with the proposed <br />redevelopment exceeding the allowable impervious surface coverage on the parcel by <br />611 square feet, noting heightened requirements for shoreland lots, thus necessitating <br />the variance application. <br /> <br /> <br />
