City C®uncil Study Sessi®n <br />®nday, .August 20, 2007 <br />Page 2 <br />Additional discussion included percentage of the 5% problematic <br />properties that were commercial and which were residential, with staff <br />estimating that of the 5%, 75% were residential, and 25% commercial. <br />Councilmember I'ust opined that changes were needed and that the <br />process needed to be accurately and clearly defined; that the compli- <br />ance with compassion program be continued; and that the process <br />needed to be consistent to be fair to citizens. Councilmember Pust <br />asked that staff provide additional information on how many calls <br />were received in a specific time period; which calls constituted repeat <br />calls regarding the same properties; additional options staff would <br />propose on the problematic 5% properties; and ideas from other com- <br />munities that could make the Roseville process more efficient. <br />Councilmember Ihlan asked staff to provide comparison code compli- <br />ance from other cities and City Council involvement. <br />Mr. Munson advised that staff had consulted with twelve (12) other <br />communities, and none sought City Council action before issuing <br />court citations. <br />Councilmember Ihlan observed that the City Prosecutor didn't seek <br />City Council approval for pursuing criminal cases. <br />Additional discussion included protecting the identity of the com- <br />plainant; mediation by staff; and staff s experience and identification <br />of consistently problematic properties and/or property owners. <br />Mayor Klausing supported the compliance with compassion program; <br />however, disagreed with Councilmember Roe's proposed provisions <br />and suggested that be considered as a second phase. Mayor Klausing <br />supported immediate Council action, since the matter had been dis- <br />cussed for over a year. <br />Council consensus was to request the City Attorney to prepare rec- <br />ommendations for code amendments to address any inconsistencies <br />with Section 407.06; and proposing a more streamlined process for ci- <br />tation and abatement processes. <br />
