Mr. Maschka spoke as an advocate for using code enforcement as an incentive to send a message to citizens that the City enforced codes. Mr. 1Vlaschka further opined that using the CCHT, using the Har 1VIar 1~partments project as amulti-family pilot program, would create a greater impact and provide more re- sponsibly utilized affordable housing than monies expended on ram- bler redesign. Mr. Maschka personally predicted that the future would see more multi-family housing deteriorating creating a need for pro- grams to be in place to address those issues. IVIr. IVlaschka, with Mr. Majerus concurring, asked that the City Coun- cil effectively use the HRA and provide a clear direction, or disband it. Discussion included proposed budget requests; specific proposals of the LIRA; bonding authority of the HRA; funding of a rental registra- tion program and transparency of revenue sources and expenditures; and using the HR.A as a tool to impact and expedite programming and issues within the City related to housing and redevelopment. Mr. Maj eras specifically requested that the City Council consider the HRA's maximum budget request to provide tools for strategic plan- ning to move forward with afive-year plan dovetailed into Imagine Roseville 2025 goals. Mr. Majerus advised that there was no lack of compassion and enthusiasm on the part of the talented people serving on the HRA, and asked that the City Council provide adequate direc- tion to them to accomplish their tasks, as directed. Mr. Maschka noted that what the City Council wanted the HRA to ac- complish was a policy discussion for their consideration.
