Mr. Maschka spoke as an advocate for <br />using code enforcement as an incentive to send a message to citizens <br />that the City enforced codes. Mr. 1Vlaschka further opined that using <br />the CCHT, using the Har 1VIar 1~partments project as amulti-family <br />pilot program, would create a greater impact and provide more re- <br />sponsibly utilized affordable housing than monies expended on ram- <br />bler redesign. Mr. Maschka personally predicted that the future would <br />see more multi-family housing deteriorating creating a need for pro- <br />grams to be in place to address those issues. <br />IVIr. IVlaschka, with Mr. Majerus concurring, asked that the City Coun- <br />cil effectively use the HRA and provide a clear direction, or disband <br />it. <br />Discussion included proposed budget requests; specific proposals of <br />the LIRA; bonding authority of the HRA; funding of a rental registra- <br />tion program and transparency of revenue sources and expenditures; <br />and using the HR.A as a tool to impact and expedite programming and <br />issues within the City related to housing and redevelopment. <br />Mr. Maj eras specifically requested that the City Council consider the <br />HRA's maximum budget request to provide tools for strategic plan- <br />ning to move forward with afive-year plan dovetailed into Imagine <br />Roseville 2025 goals. Mr. Majerus advised that there was no lack of <br />compassion and enthusiasm on the part of the talented people serving <br />on the HRA, and asked that the City Council provide adequate direc- <br />tion to them to accomplish their tasks, as directed. <br />Mr. Maschka noted that what the City Council wanted the HRA to ac- <br />complish was a policy discussion for their consideration. <br />I~.ecess <br />Mayor Klausing recessed the meeting at 9:20 p.m. and reconvened at 9:28 p.m. <br />
