City Council Study session <br />1VIonday, August 20, 2007 <br />Page 26 <br />Additional discussion included who would be considered to actually <br />negotiate such an agreement. <br />City 1Vlanager IVlalinen advised that staff had been in discussions with <br />Northwestern College about a number of issues, and had alerted the <br />college representatives to this discussion, and asked that they give it <br />some thought. <br />Councilmember Ihlan asked that staff be directed to engage in pre- <br />liminary discussions with Northwestern College regarding a PILOT <br />program, and advise the City Council of their response and potential <br />opportunities to benefit both parties. Councilmember Ihlan noted that <br />actual tax figures would be available from Ramsey County on previ- <br />ously non-exempt properties purchased by the College. <br />1Vlayor Klausing spoke in support of engaging in discussions; how- <br />ever, noted his opposition to making a requirement that this was de- <br />signed to turn down the PUI~. <br />Councilmember Kough noted that Northwestern College had pur- <br />chased numerous buildings that had been removed from the City's tax <br />rolls. <br />Councilmember Roe opined that, to make an effective analysis of a <br />land use decision, staff attempt to quantify potential increased service <br />and infrastructure costs that will not be recovered with the expansion <br />project. <br />Councilmember Pust spoke in opposition to holding an entity respon- <br />sible or penalizing them for past actions; and opined that only current <br />and proposed expansion be considered for increased service and infra- <br />structure costs. <br />City Attorney .Anderson opined that Northwestern College would be <br />in the best position to quantify intangible benefits to the City by their <br />presence in it. <br />
