2.0 NE AIe ST~~ TE~Y CES <br />2.1 The first part of the Twin Lakes Renewal Strategy was completed with a bus tour <br />in 3uly. The tour provided public policy makers with a perspective of what <br />redevelopment has occurred in Roseville and the basic challenges the corn~nunity <br />would face in the continued effort to redevelop Twin Lakes. <br />2.2 The second process was completed November l and 2, 2000. The staff held <br />strategy meetings with four key stakeholder groups. Tl?e stakeholder groups <br />cansisted of property owners, area neighbors, key developers, and government <br />and non-profit agencies that will need to be informed as part of the AUAR <br />process. The strategy meetings provided the following: <br />a. a summary of existing plans and outline the inconsistencies between them; <br />b. four different land use plan scenarios; <br />c. an outline of the costs and impacts to the community of each land use plan <br />scenario and a discussion of the implementation strategies (proactive or <br />. market driven}; <br />d. a summary of the outcomes: new square footage, employment, wages, taxes, <br />infrastructure (greenspace, ponding, roads, park}, and environmental cleanup <br />of each land use plan scenario; <br />e. discussion. of the public planning options to more accurately portray the <br />desired land use scenario such. as Comprehensive Plan Amendment or a new <br />Zoning District (possibly a PUD or "B-6" mixed use district). <br />2.3 After completion of the strategy meetings, staff consolidated the comments and <br />suggestions of the participants and reported to the Commission on additional <br />findings at the public hearings on November 8 and December 13, 2000. <br />2.4 Since the Planning Commission recommended approval of a Renewal Strategy, <br />and assuming final Council approval of a revised plan, an Alternative Urban Area <br />Review (AUAR} process could begin in early 2001. The purpose of the AUAR is <br />to review all environmental issues such as traffic, water storage and drainage <br />capacity, air quality, infrastructure improvements, landscaping, design plan, <br />parking, etc. This process will develop environmental mitigations to control <br />impacts to the City. <br />2.5 Upon completion of the AUAR, which requires the review and comment by <br />several regulatory agencies, the community should have a better understanding of <br />the development potential in Twin Lakes, their impacts and ways to provide <br />assurances for quality, environmentally sensitive development through. specific <br />mitigation measures. If after the AUAR is approved and a development proposal <br />is submitted that does not meet the environmental thresholds established, <br />additional environmental review will be required at the expense of the applicant. <br />2.6 Staff is hopeful that a renewed plan, with the background detail completed to <br />support it, will position the City to more realistically capture corporate expansion <br />PF3232 -RCA{010801}Page 2 of 6 <br />
