2.0 NE AIe ST~~ TE~Y CES 2.1 The first part of the Twin Lakes Renewal Strategy was completed with a bus tour in 3uly. The tour provided public policy makers with a perspective of what redevelopment has occurred in Roseville and the basic challenges the corn~nunity would face in the continued effort to redevelop Twin Lakes. 2.2 The second process was completed November l and 2, 2000. The staff held strategy meetings with four key stakeholder groups. Tl?e stakeholder groups cansisted of property owners, area neighbors, key developers, and government and non-profit agencies that will need to be informed as part of the AUAR process. The strategy meetings provided the following: a. a summary of existing plans and outline the inconsistencies between them; b. four different land use plan scenarios; c. an outline of the costs and impacts to the community of each land use plan scenario and a discussion of the implementation strategies (proactive or . market driven}; d. a summary of the outcomes: new square footage, employment, wages, taxes, infrastructure (greenspace, ponding, roads, park}, and environmental cleanup of each land use plan scenario; e. discussion. of the public planning options to more accurately portray the desired land use scenario such. as Comprehensive Plan Amendment or a new Zoning District (possibly a PUD or "B-6" mixed use district). 2.3 After completion of the strategy meetings, staff consolidated the comments and suggestions of the participants and reported to the Commission on additional findings at the public hearings on November 8 and December 13, 2000. 2.4 Since the Planning Commission recommended approval of a Renewal Strategy, and assuming final Council approval of a revised plan, an Alternative Urban Area Review (AUAR} process could begin in early 2001. The purpose of the AUAR is to review all environmental issues such as traffic, water storage and drainage capacity, air quality, infrastructure improvements, landscaping, design plan, parking, etc. This process will develop environmental mitigations to control impacts to the City. 2.5 Upon completion of the AUAR, which requires the review and comment by several regulatory agencies, the community should have a better understanding of the development potential in Twin Lakes, their impacts and ways to provide assurances for quality, environmentally sensitive development through. specific mitigation measures. If after the AUAR is approved and a development proposal is submitted that does not meet the environmental thresholds established, additional environmental review will be required at the expense of the applicant. 2.6 Staff is hopeful that a renewed plan, with the background detail completed to support it, will position the City to more realistically capture corporate expansion PF3232 -RCA{010801}Page 2 of 6
