Potential environmental effects from the project are also subject to mitigation by ongoing <br />regulatory authority including but not limited to: <br />a) City of Arden fIills Shoreland Qverlay District regulations <br />b) City of Roseville Water Management Overlay District regulations <br />c) City of Arden Hills noise regulations <br />d) City of Roseville noise regulations <br />e} City of Arden Hills lighting regulations <br />f) City of Roseville lighting regulations <br />g) City of Arden Hills landscaping regulations <br />h) City of Roseville landscaping regulations <br />The Extent to Which Environmental Effects can be Anticipated and Controlled as a Result <br />of Other Available Environmental Studies Undertaken by Public Agencies or the Project <br />Proposer, Including Other EISs. <br />37. The MPCA, in cooperation with the City of Roseville, City of Arden Dills, RCWD, and <br />the Metropolitan Council, will undertake a TMDL Implementation Study for Little Lake <br />Johanna. This study is recommended to start no later than 2010. <br />CONCLUSIONS OF LAW <br />38. The City has jurisdiction in determining the need for an EIS for this project. The <br />"Response to Comments Received Regarding the EAW Document for the Northwestern <br />College Master Plan" prepared by the City in response to comments and the evidence in <br />the record are adequate to support a reasoned decision regarding whether potentially <br />significant environmental effects are reasonably expected to occur from this project. <br />39. Areas where the potential for significant environmental effects may have existed have <br />been identified and appropriate mitigation measures can be incorporated into the project <br />design, approval, and permits. The Northwestern College Master Plan will be required to <br />comply with all applicable regulatory standards. <br />-7- <br />
