The MPCA, in cooperation with the City of Roseville, City of Arden Dills, RCWD, and the Metropolitan Council, will undertake a TMDL Implementation Study for Little Lake Johanna. This study is recommended to start no later than 2010. CONCLUSIONS OF LAW 38. The City has jurisdiction in determining the need for an EIS for this project. The "Response to Comments Received Regarding the EAW Document for the Northwestern College Master Plan" prepared by the City in response to comments and the evidence in the record are adequate to support a reasoned decision regarding whether potentially significant environmental effects are reasonably expected to occur from this project. 39. Areas where the potential for significant environmental effects may have existed have been identified and appropriate mitigation measures can be incorporated into the project design, approval, and permits. The Northwestern College Master Plan will be required to comply with all applicable regulatory standards. -7-
