The East Metro area fisheries manager <br />believes that the best management practices (BMPs} identified by the EAW wi-1 help to protect the bluegil( <br />population by controlling the amount of sedimentation and thermal pollution in the immediate area. The <br />Department also encourages the implementation of the supplemental BMPS listed in the Stormwater <br />Management Plan. In addition, the Fish Management-Research Unit is completing a walleye fry and <br />fryling stocking study at Lake Johanna. The activities described in the EAW will not add complicating <br />variables to the study. <br />The proposed alteration of stormwater outfalfs offers opportunities for shoreland restoration. Planting <br />native vegetation along shorelines provides food and cover for birds, amphibians, insects and mammals; <br />stabilizes soil in the fake banks and upland; and absorbs nutrients, which in excessive concentrations are <br />lake pollutants. We encourage the City and Northwestern College to work together to improve the quality <br />of these va{uable aquatic resources. <br />Water use (Item No. 13) <br />This item indicates a projected 33 percent increase in water usage. We recommend that the college <br />consider implementing water conservation practices particularly in the case of landscape planting and <br />irrigation. <br />Water-related land use management district (Item No. 14) <br />We note that Ramsey County is in the process- of countywide Flood insurance Restudy. The possibility <br />exists that the elevations for Lake Johanna and Little Johanna may be changed during this process. <br />Thank you for the opportunity to review this project and the EAW.
