MAYOR KLAUSING'S GRAND DECEPTIONS
August 13, 2007
By AI Sands
Anxious to get the Twin Lakes LLC moving, Mayor Klausing's first grand plan,
as I see it, had to do with trying to get azound the requirement of four votes required to
approve the Twin Lakes LLC proposal. Armed with a flawed legal opinion from our city
attorney declaring it unnecessary to get four votes to approve the Twin Lakes plan,
Mayor Klausing gave the go ahead to the project.
The Appeals Court Opinion brought this to a halt azound a yeaz and a half later,
after millions in damages had been done to the land owners, the developers, and also to
the city. The Court noted that the city cannot choose to ignore the fact that on 6/26/01,
the city council MADE the Master Plan an integral part of the comprehensive plan by
their motion and action. Mayor Klausing,. you were there throughout the development
of the Twin Lakes Master Plan, from Jan. of 2001 until it's completion on 6/26/01.
YOU were on that council and voted to approve that action. YOU know what it is.
I see Mayor Klausing's second grand scam attempt going on now, when he adopted our
now departed development director's attempt to reinvent the inherent nature of the Twin Lakes
Master Plan by declaring that scenario 1-as voted in by the Council on 6/26/01-- was only one
of many land use options available. Therefore many plans could be approved by the City Council
without amending the current Twin Lakes Comprehensive Plan. Once again, Mayor Klausing
ignores the directive of the Council in it's action on 6/26/01 making scenario # 1 the exclusive
land use plan for Twin Lakes. That has become the basis for dreaming up three new AUAR
(Alternative Urban Area-wide Review) scenarios, none of which conform to the real Twin Lakes
Master Plan.
Accordingly, this proposed AUAR is an inaccurate and fraudulent document. It
incorrectly declazes the three scenarios it studies are consistent with the Twin Lakes
Master Plan and Comprehensive Plan. NOT TRUE. Inaccurate documents approved as
accurate and complete by a split council will not give future developers the assurance
they need that they can move ahead with their development plans without fear of future
legal complications.
