Planning Commission Meeting <br />Minutes – Wednesday, July 11, 2007 <br />Page 5 <br /> <br />Mr. Lloyd noted that the requested LOT LINE CORRECTION realigned the shared <br />property boundary, and sought for removal of existing and encroaching pavement to <br />achieve a one foot (1’) setback from the property line, leaving a minimum of nine feet <br />(9’) of pavement at its narrowest point next to the Kurtz garage, requiring a four foot <br />(4’) variance. <br />Staff recommended APPROVAL of the requested LOT LINE CORRECTION AND <br />VARIANCE at 3005 and 3015 S Owasso Boulevard, based on the comments and <br />findings of Sections 4 and 5, and subject to the conditions detailed in Section 6 of the <br />project report dated July 11, 2007. <br />Discussion included recommending City Council granting of the variance if they <br />approve the proposed approval for the lot line correction; if the bituminous surface <br />was proposed to be removed all the way to the front of the lot; and City Engineer <br />Bloom’s opinion that the existing driveway and right-of-way met code, as confirmed <br />during reconstruction of S Owasso Boulevard. <br />Applicant, Paulette Barrett, 3005 S Owasso Boulevard <br />Ms. Barrett addressed Commissioner Wozniak’s questions regarding verbal <br />agreements with the adjoining property owner (Mr. Kurtz) on removal of the <br />pavement; and existing angle of the driveway near the front of the property line. <br />Chair Bakeman closed the Public Hearing, with no one appearing for or against. <br />MOTION <br />Member Wozniak moved, seconded by Member Doherty to RECOMMEND <br />APPROVAL of the requested LOT LINE CORRECTION AND VARIANCE at 3005 <br />and 3015 S Owasso Boulevard, based on the comments and findings of <br />Sections 4 and 5, and subject to the conditions detailed in Section 6 of the <br />project report dated July 11, 2007. <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br />Chair Bakeman noted that the case would be heard at the City Council meeting <br />scheduled for Monday, July 23, 2007. <br />e. PLANNING FILE 07-037 <br />Request by TOLD Development Company in cooperation with FBM Roseville <br />(property owner) to REZONE 2750 Snelling Avenue Frontage Road (former <br />Stuart Anderson Cattle Company) from B-1-B, Limited Retail District, to B-2, <br />(Retail Business District. <br />Chair Bakeman opened the Public Hearing for Planning File 07-037. <br />City Planner Thomas Paschke reviewed the request of the applicant for REZONING <br />(from B-1-B, Limited Retail District to B-2, Retail Business District) to allow the <br />redevelopment of the former Cattle Company property into a specialty grocery store. <br />Mr. Paschke advised that the current proposal called for razing the existing structure <br />and construction of a new 14,000 square foot structure. <br />Mr. Paschke noted that the proposal, not a formal submittal, would need additional <br />Development Review Committee (DRC) review related to site, grading, drainage, <br />landscape and building elevations for consistency with City Code, Sections 1005 <br />(Business Districts) and 1010 (Design Standards). Mr. Paschke further noted that <br />prior to issuance of any building permit or site plan approval, infrastructure designs <br />would need to be sized in accordance with City Code and the City Engineer’s review, <br />as well as review and approval by the Rice Creek Watershed District, Public Works <br />Department and Fire Marshal. <br /> <br />
