Call to Order <br />Chair Daniel Boerigter called to order the Variance Board meeting at 5:00 p.m. and reviewed <br />the role and purpose of the Variance Board. <br />2. Roll Call & Introductions <br />Associate Planner Bryan Lloyd called the Roll. <br />Members Present: Chair Daniel Boerigter; and Commissioners Jim Doherty and Barbara <br />Martinson. <br />Staff present: Community Development Director John Stark; City Planner Thomas Paschke; <br />City Engineer Debra Bloom; and Associate Planner Bryan Lloyd; <br />3. Approval of Minutes <br />MOTION <br />Member Doherty moved, seconded by Member Martinson, to approve meeting minutes <br />of June 6, 2007 as presented. <br />Ayes: 3 <br />Nays: 0 <br />Motion carried. <br />4. Public Hearings <br />a. PLANNING FILE 07-033 <br />Request by Kristine Simonson for a VARIANCE to Roseville City Code, §1016 <br />(Wetland Setbacks) to allow the improvement of an existing driveway within the <br />required setback from a wetland on a residential lot that is to be separated from <br />the parcel currently addressed at 2950 W Owasso Boulevard. <br />Chair Boerigter opened the Public Hearing for Planning File 07-033. <br />Associate Planner Bryan Lloyd corrected the subject property address to 2950 W <br />Owasso Boulevard; and proceeded to review the request to allow improvement of an <br />existing driveway ten feet (10’) at its closest point from a wetland; representing a <br />twenty-foot (20’) encroachment into the required driveway setback from the wetland. <br />Mr. Lloyd noted that the applicant had a pending purchase agreement on Lot 34 of the <br />lake Owasso Park plat, with Lot 34 currently part of the residential parcel addressed <br />as 2950 W Owasso Boulevard, currently comprised of three lots (Lake Owasso Park <br />Lots 32-34) platted in 1921. Mr. Lloyd advised that the current owner of the lots had <br />previously tied all three lots together for tax purposes, and was now “un-tying” them <br />and selling them as individual parcels. Mr. Lloyd noted that because the lots are <br />already platted, this didn’t constitute a minor subdivision, and no City approvals were <br />required for unbinding the lots; but simply a matter of applying to Ramsey County to <br />assign unique parcel identification numbers (PIN’s) for the previously unassigned <br />parcels. Mr. Lloyd advised that all of the lots complied with the City Code minimum lot <br />side and area standards for legally buildable lots. <br />Mr. Lloyd reviewed wetland delineations as applicable to the lots. <br />Staff recommended APPROVAL of the request for a twenty-foot (20’) wetland setback <br />VARIANCE required in City Code, Section 1016.16A (Setbacks from Water Body), to <br />allow the proposed driveway improvement on property currenlty6 addressed as 2950 <br />W Owasso Boulevard; based on comments and findings outlined in Sections 5 and 6, <br />and detailed conditions of Section 6 of the project report dated July 11, 2007. <br /> <br />
