Variance Board Meeting <br />Minutes – Wednesday, July 11, 2007 <br />Page 6 <br /> <br />Discussion included ongoing concerns of the adjoining neighbor on the south <br />regarding close proximity of the front of the existing structure on the current proposal; <br />and size of the addition as revised (14’ wide x 36’ deep). <br />Mr. Stark advised Commissioners that, in discussions at tonight’s meeting with City <br />Engineer Bloom, staff had previously failed to recognize that Oasis Pond is listed with <br />a shoreland classification, and that would change maximum impervious coverage <br />allowed at 25%, rather than the 30%; further advocating denial of the application. <br />Applicant, Julia Nordling, 1689 County Road C-2 <br />Mr. Nordling provided written comments prepared by her husband, Brian Nordling, <br />related to staff comments and recommendations; and disputing those <br />recommendations and requesting approval of their application. Ms. Nordling <br />summarized those comments by opining that anything less than the requested 36’ <br />depth would be insufficient for their needs. Ms. Nordling further opined that the <br />concerned neighbor was only present on their property for six (6) months of each <br />year; and the proposed garage would not be facing the neighboring home. Ms. <br />Nordling opined the applicant’s intent that they proposed to improve their property and <br />the neighborhood through the requested improvement. <br />Chair Boerigter closed the Public Hearing, with no one appearing for or against. <br />Commissioner Doherty expressed his concern with the property’s proximity to Oasis <br />Pond; in addition to the excessive length of the 36’ long garage, only five feet (5”) from <br />the property line; and spoke in support of DENYING the request. <br />Chair Boerigter concurred with Commissioner Doherty; noting the significant deviation <br />being requested and the proximity to Oasis Pond; and spoke in support of DENYING <br />the request as presented. <br />Commissioner Martinson concurred; opining that she questioned the stated need in <br />the application narrative, and the inconvenience of cars in one garage parked back to <br />back in comparison to the existing driveway being narrower. Commissioner Martinson <br />spoke in support of DENYING the request as presented, further opining that the <br />building was too long along the property line. <br />MOTION <br />Member Doherty moved, seconded by Member Boerigter to adopt Variance <br />Board Resolution No. 61 entitled, “A Resolution DENYING a 200 square foot <br />VARIANCE to Section 1004.1A(6) (Maximum Total Surface Area) of the Roseville <br />City Code for Brian Nordling, 1689 County Road C-2 (PF07-030);” based on the <br />comments and findings outlined in Section 5 of the project report dated July 11, <br />2007; <br />with Chair Boerigter offering a friendly amendment to the draft resolution <br />language to reflect proximity of the subject property to Oasis Pond, and 25% <br />impervious surface area calculations and restrictions. <br />Ayes: 3 <br />Nays: 0 <br />Motion carried TO DENY. <br /> <br />Chair Boerigter advised that, by Consensus, the Variance Board was designating him as Chair, <br />and Commissioner Doherty as Vice Chair. <br />5. Adjournment <br />Chair Boerigter adjourned the meeting at 6:08 p.m. <br />
