2. The Village Manager shall prepare and cause to be inserted in the Ramsey County Suburban Life, the official paper, and in the Construction BUlletin, an advertisement for bids upon the making of such approved plans and specifications. The ad- vertisement for Improvement No. 67-20 shall be published as re- quired by law, shall specify the work to be done, shall call for bids upon the basis of a cash paYment for such work, shall state that the bids will be opened and considered by the Village Manager and Director of Public Works at 11:30 o'clock a.m. on October 20, 1967, in the Council Chambers of the Village Hall, that no bids will be considered unless sealed and filed with the clerk and accompanied by a cash deposit, certified check, or bidder's bond payable to the Manager for ten percent (10%) of the amount of such bid. The motion for the adoption of the foregoing resolution was duly seconded by Councilman Shields and upon vote being taken thereon the following voted in favor: all present and the following against: None whereupon said resolution was declared duly passed and adopted.
