Regular City Council Meeting <br />Monday, September 24, 2007 <br />Minutes Page 24 <br />Councilmember Ihlan questioned if there had been an e-mail notice provided to <br />area residents, as discussed at a previous meeting. <br />Mr. Paschke advised that he was not aware of the creation of such a list or subse- <br />quent notice. <br />Councilmember Ihlan opined that there were lots of people in the neighborhood <br />that were unaware of tonight's meeting and/or discussion. <br />Mr. Darrow advised that staff was providing notice based on the strict application <br />of City ordinance, and while public comment was provided for, there were not <br />specific guidelines for opening up another public hearing outside that of the Plan- <br />ning Commission level hearings previously held. <br />Mayor Klausing asked if notice to area residents would be provided for signaliza- <br />tion of an intersection. <br />Mr. Schwartz advised that, once such an improvement became an actual project, <br />public notice would be provided. <br />Councilmember Ihlan opined that her concerns were that the Council was making <br />a decision on whether a signal should be installed at Lydia and Fairview at all, <br />without prior knowledge of area residents. <br />Additional discussion included length of time for the project's completion date; <br />and considerations for those portions of the project within the city boundaries of <br />Arden Hills, and that city's own PUD process. <br />Mayor Klausing provided several language revisions to the Agreement, specifi- <br />cally in Section 7.1; and questioned the intent of language in the second paragraph <br />of Section 10.9d. <br />Councilmember Ihlan expressed concern on the PUD Agreement, Section 10.11, <br />and references to maps and exhibits of the EAW negative declaration; questioning <br />the accuracy and consistency of those exhibits in comparison to the exhibits refer- <br />enced in the proposed PUD Agreement, specifically the location of the fieldhouse <br />and its proximity encroaching on the bank of Lake Johanna. Councilmember Ih- <br />lan questioned if there were other discrepancies as well, and whether the maps <br />and exhibits now attached to this document had in actuality been reviewed by <br />commenting agencies during the environmental review process. <br />Mr. Paschke noted that exhibits showed potential placement for future structures; <br />however, noted that actual building footprints and construction would need to <br />comply with City Ordinance, including shoreland ordinance setbacks. <br />
