~ i <br />_. <br />w-;'i <br />September 23, 2007 <br />Dear Roseville City Council, <br />On behalf of the congregation of Real Life Church, please accept our thanks for the way in which the city <br />council over the years has provided a great atmosphere for the residents and worship communities of Roseville. <br />This congregation has grown with Roseville since 1956, and loves being a vital part of this excellent <br />community. <br />We are communicating with you now regarding the assessments for City Project No: OS-02, Chatsworth and <br />Lovell Street Reconstruction Project. <br />To use your formal terms, please consider this our written objection to the assessments. Please also know that <br />we submit said objection in a spirit of respect and honor for you our city leaders. <br />We are writing in regards to the following Property Identification Nmnbers: <br />• 112923320017: 2353 Chatsworth St. North <br />• 112923320041: 2315 Chatsworth St. North <br />In brief, our objection to the $12,232.80 assessment to 2353 Chatsworth includes the following: <br />1. In 1986, when Grandview was reconstructed, the church was assessed 100% of the costs, even though <br />the Grandview side would be classified as a "corner lot long side" and normally be assessed at 10%. <br />2. This caused great financial hardship for the congregation. The assessment was mortgaged and the total <br />bill came to $23,572 (over $42,000 in 2006 dollars). <br />3. We believe that this assessment was in violation of MN Statute 429 which mandates that a property <br />owner cannot be assessed more than the increase of value to the property. <br />4. Furthermore, the current reconstruction project does not in our estimation increase the current value of <br />our property much at all. We certainly would have preferred to not proceed with reconstruction. The <br />Lovell portion borders our property, but our property has NO access to Lovell whatsoever. It only <br />improves the value and access to Rose of Sharon Manor. <br />5. Therefore, we are asking, especially in light of the 100% assessment for the Grandview reconstruction, <br />that the assessment of $12,232.80 be rescinded due to the financial hardship that this puts us under. <br />In brief, our objection to the $8,110.77 assessment to 2315 Chatsworth is that this improvement really does not <br />benefit the property in any way. The house is set back from the street. The usage of the street really only <br />benefits Rose of Sharon Manor, which uses the street in front of our property for employee and visitor parking. <br />Our frontage is 200 feet, which is significantly more than the other residences, thus a much higher assessment. <br />Our main issue is that we are questioning the increase of property value. It must be much lower than the $8110 <br />assessment, pursuant to Statute 429. Our request is that all involved would be able to truly assess this value <br />before assessments are levied. <br />Again, we love being a part of Roseville. We hope our questions and objections don't cause undue strain. <br />However, we feel that these matters are important. Thank you for your diligence and consideration.
