Cooke <br />3070 Shorewood Ln. <br />Roseville, MN 55113 <br />Craig Klausing <br />Mayor, Roseville, MN <br />ACTION TODAY: <br />Notice of failure to meet stipulations of the planning commission approval for the <br />Northwestern College PUD Amendment <br />Administrative controls to reduce unacceptable noise, <br />especially during sporting events <br />Dr. Mr. Klausing: <br />At the planning commission meeting for the Northwestern College PUD Amendment, the <br />Northwestern college representative stated that they would develop and implement plans <br />to reduce the unacceptable noise, especially during sporting events. The proposal was to <br />specify engineering controls to the design of the new PA system, to incorporate sound <br />shielding designs in the layout of sports fields and the design of new buildings and <br />plantings, and to implement effective procedures for limiting the volume setting of the <br />PA system in use. This approach seems eminently sensible and, if carried out effectively, <br />should enable the college to reduce the noise pollution that now plagues the neighbors. <br />Even if reducing the noise below current objectionable levels were to present a difficult <br />challenge to the architects and engineers, it is certain that with proper design the college <br />could ensure that the problem is not made worse. This problem is a serious one; there <br />have been numerous noise complaints against the college, and no effective mitigation has <br />yet been implemented. Mr. Cureton has stated that he would like to maintain good <br />relations with his neighbors. Here is an opportunity for him to mach action to words. <br />My understanding is that planning commission approval was contingent on <br />implementation of the mitigations that were agreed to at the planning commission <br />meeting. Yet, I see no mention in the PUD amendment of engineering and administrative <br />controls to limit objectionable noise. I see no requirement in the PUD amendment to <br />protect the rights of citizens to the quiet enjoyment of their homes. I raised this matter <br />again at the 24 September city council meeting.
