Approve Minutes <br />a. Minutes -Approve Minutes of 9/24/07 Regular Meeting <br />b. Minutes -Approve Minutes of 10/01/07 Special Meeting <br />As there was some lack of clarity on actual amendments to the meeting minutes <br />to-date; there was no action. <br />General Ordinances <br />a. Ordinance -Consider Adopting an Ordinance Amending Roseville City <br />Code, Sections 501.06 and 301.06 regarding Lifetime Animal Licenses <br />Mayor Klausing introduced a proposed ordinance for addressing lifetime licens- <br />ing for animals in the City of Roseville, rather than the current two-year licensing <br />cycle. <br />Councilmember Kough introduced presenters to explain more on the proposed or- <br />dinance: Carol Kough who had been involved in animal licensing and recovery <br />for a number of years; Dr. Laurie Ballinger, a Roseville resident, with a veterinary <br />clinic in Maplewood, MN; and Jill Fritz, resident of Minneapolis, MN and State <br />Director for Humane Society of the U.S. <br />City of Roseville Police Department Captain Rick Mathwig briefly presented <br />staff's proposed changes and recommended ordinance, incorporating additional <br />language as previously discussed with the City Council, and involving improved <br />language for electronic devices; identifying city costs associated with animal li- <br />censes as detailed by the Finance Deparhnent, and several options for price dif- <br />ferentialsbetween sterilized and non-sterilized animals. <br />Councilmember Roe questioned staff's rationale for doubling fees for lifetime li- <br />censure for non-sterilized pets, and nothing For anon-sterilized annual license. <br />Captain Mathwig advised that staff anticipated that 2008 license fees would be <br />addressed, along with other city-wide fees, as part of the budgeting process and <br />included for Council action in November. <br />Councilmember Kough noted that there was some disagreement from presenters <br />with some of staff's recommendations. <br />
