Call Roll <br />Mayor Klausing called to order the Roseville City Council regular meeting in regular <br />open session at approximately 6,00 p.m. and welcomed everyone. <br />(Voting and Seating Order for October: Ih1an; Roe; Kough; Pust; and Klausing} <br />City Attorney Jay Squires was also present. <br />2. Approve Agenda <br />By consensus, the agenda was approved as presented. <br />3. Public Comment <br />Mayor Klausing called for public comment by members of the audience on any non- <br />agenda items, with no one appearing to speak. <br />4. Council Communications, Reports and Announcements <br />a. Communication Issues related to Alleged Staff Direction to CTV 15 Staff <br />City Manager Bill Malinen briefly summarized a memorandum he had provided <br />to Councilmembers regarding comments made at the September 10, 2007 City <br />Council meeting; and his subsequent investigation of allegations made by a mem- <br />ber of the public that a member of City staff had provided direction to CTV 15 not <br />to record a portion of a Special Council meeting at which the Council was inter- <br />viewing consultants for the Comprehensive Plan Update. Mr. Malinen advised <br />that this was an untrue statement, and provided written documentation of the re- <br />sults of his contact with CTV 15 staff, along with a copy of the e-mail sent from <br />City staff to CTV 15 directing them to record the special meeting. Mr. Malinen <br />opined that this should dispel the allegation, and provide a record that staff had <br />specifically requested that the meeting be recorded. <br />City Manager Malinen advised that it may be true that special meetings may not <br />be replayed, based on existing protocol and the advance scheduling each month <br />by CTV 15; and the need for City staff to subsequently advise CTV 15 of any spe- <br />cial meetings and the City's desire for their rebroadcast. Mr. Malinen advised <br />that staff was changing protocol with CTV 15, and would make it a point to ad- <br />vise CTV 15 of any future special meetings, and specifically direct them to re- <br />broadcast those meetings as well. <br />City Manager Malinen advised that the City Council had a policy on videotaping <br />meetings; however, that it did not have a policy for broadcasting them, and that <br />while there may have been past expectations or past practices, staff was recom- <br />mending as part of proposed revisions to the City Council's Rules of Procedure, <br />that such a broadcast policy be incorporated. <br />
