Call Roll Mayor Klausing called to order the Roseville City Council regular meeting in regular open session at approximately 6,00 p.m. and welcomed everyone. (Voting and Seating Order for October: Ih1an; Roe; Kough; Pust; and Klausing} City Attorney Jay Squires was also present. 2. Approve Agenda By consensus, the agenda was approved as presented. 3. Public Comment Mayor Klausing called for public comment by members of the audience on any non- agenda items, with no one appearing to speak. 4. Council Communications, Reports and Announcements a. Communication Issues related to Alleged Staff Direction to CTV 15 Staff City Manager Bill Malinen briefly summarized a memorandum he had provided to Councilmembers regarding comments made at the September 10, 2007 City Council meeting; and his subsequent investigation of allegations made by a mem- ber of the public that a member of City staff had provided direction to CTV 15 not to record a portion of a Special Council meeting at which the Council was inter- viewing consultants for the Comprehensive Plan Update. Mr. Malinen advised that this was an untrue statement, and provided written documentation of the re- sults of his contact with CTV 15 staff, along with a copy of the e-mail sent from City staff to CTV 15 directing them to record the special meeting. Mr. Malinen opined that this should dispel the allegation, and provide a record that staff had specifically requested that the meeting be recorded. City Manager Malinen advised that it may be true that special meetings may not be replayed, based on existing protocol and the advance scheduling each month by CTV 15; and the need for City staff to subsequently advise CTV 15 of any spe- cial meetings and the City's desire for their rebroadcast. Mr. Malinen advised that staff was changing protocol with CTV 15, and would make it a point to ad- vise CTV 15 of any future special meetings, and specifically direct them to re- broadcast those meetings as well. City Manager Malinen advised that the City Council had a policy on videotaping meetings; however, that it did not have a policy for broadcasting them, and that while there may have been past expectations or past practices, staff was recom- mending as part of proposed revisions to the City Council's Rules of Procedure, that such a broadcast policy be incorporated.
