Mayor Klausing recognized Councilmember <br />Kough's attraction to a proposed motorcycle patrol; however, opined that he <br />couldn't justify it while consideration elimination of other items and supported by <br />the Police Chief in her original budget requests. <br />Councilmember Ihlan suggested consideration of the proposal, and reallocation of <br />funding to accommodate this minor spending initiative. <br />Councilmember Ihlan clarified that the e-mail included as her written request had <br />been e-mailed to the entire City Council; and while she was not sponsoring the <br />request, asked that the City Council consider it and invite representatives to pro- <br />vide apresentation for Council information. <br />Discussion included clarifying funding for pathway maintenance, not construc- <br />tion; past year's annual contingency amounts compared to this year's, and staff's <br />attempt to provide some flexibility for the City Council to continue prioritizing of <br />Imagine ~Zoseville 202 initiatives and potential 2008 action steps; with staff re- <br />quested to clarify original amounts, as per Councilmember Roe's recent e-mail to <br />staff, of the Imagine Roseville 2025 initiatives at $200,000 or $250,000; and the <br />amount allotted for the Deputy Police Chief position (i.e., $11,000?). <br />Councilmember Roe expressed interest in hearing more about the Block Nurse <br />program. <br />Kough moved, Ihlan seconded, including in the 2008 Budget, authorization for <br />funding to purchase a Harley Davidson motorcycle for the City's Police Depart- <br />ment, with the intention that one officer become a Traffic Officer, and noting that <br />the cycle was not intended for use daily; at a cost not to exceed $8,600, taken <br />from existing funds set aside for department overtime. <br />Councilmember Ihlan spoke in support of the motion, as long as funding were <br />found within the existing budget, and didn't represent a levy increase, and in- <br />cluded the not-to-exceed amount, with consideration given to drawing from re- <br />serves. <br />Councilmember Klausing expressed his personal frustration with the annual <br />budget process, and individual Councilmembers supporting new initiatives, but <br />unwilling to increase the levy further; and opined that he found the inconsistency <br />frustrating. <br />Councilmember Roe advised that, if the Council chose to support the Block Nurse <br />Program, it was his intention to find savings elsewhere in the budget; and ex- <br />pressed his understanding that today was the self-imposed deadline for considera- <br />tion of any new initiatives. Councilmember Roe, speaking to the motion, recog- <br />nized Councilmember Kough's passion for this issue and his relatively good ar- <br />guments for a motorcycle patrol; however, opined that he had difficulty in sup- <br />
