Mayor Klausing ruled the motion failed due to lack of a second. <br />Mayor Klausing opined that the Council needed to adhere to their established rules, rather <br />than rewarding inefficiencies. <br />Due to the lateness of the hour, there was no time to discuss or act on the following <br />1temS: <br />h. Tax Increment Financing (TIF) District -Consider Extending TIF District #1 <br />(Centre Pointe) for Environmental Cleanup in Twin Lakes <br />i. Discuss City Council Rules and Procedures <br />8. Councilmember-Initiated Items for Future Meetings <br />a. Councilmember Roe requested a future discussion of individual Council liaison <br />and reporting assignments to standing commissions and civic and/or community <br />groups outside the city property to review who is representing the City on which <br />groups; and also to look at the blousing and Redevelopment Authority (HRA) <br />City Council representative. <br />Mayor Klausing suggested this be a part of the City Council's discussion of revis- <br />ing its Rules of Procedure. <br />b. Councilmember Roe noted the need to proceed with the review process of the <br />City Manager; and asked that a draft review form be included on the next Council <br />agenda for City Council review and comment. <br />c. Councilmember Roe noted the need in the near future to have an agenda item to <br />discuss the City's 60th Anniversary activities and events in 2008. <br />d. Councilmember Roe noted a request of the National Guard Armory to forma citi- <br />zen committee; and suggested that they be invited to make a presentation to the <br />City Council to solicit members from the City Council and/or community. <br />Mayor Klausing noted that he would be consulting with Colonel Miller in the <br />very near future, and asked that this item be put on hold for a future meeting until <br />after those discussions. <br />9.
