Roe moved to suspend Council Rules of Procedure for consideration of Items 7.h and I; along with Item 8. Mayor Klausing ruled the motion failed due to lack of a second. Mayor Klausing opined that the Council needed to adhere to their established rules, rather than rewarding inefficiencies. Due to the lateness of the hour, there was no time to discuss or act on the following 1temS: h. Tax Increment Financing (TIF) District -Consider Extending TIF District #1 (Centre Pointe) for Environmental Cleanup in Twin Lakes i. Discuss City Council Rules and Procedures 8. Councilmember-Initiated Items for Future Meetings a. Councilmember Roe requested a future discussion of individual Council liaison and reporting assignments to standing commissions and civic and/or community groups outside the city property to review who is representing the City on which groups; and also to look at the blousing and Redevelopment Authority (HRA) City Council representative. Mayor Klausing suggested this be a part of the City Council's discussion of revis- ing its Rules of Procedure. b. Councilmember Roe noted the need to proceed with the review process of the City Manager; and asked that a draft review form be included on the next Council agenda for City Council review and comment. c. Councilmember Roe noted the need in the near future to have an agenda item to discuss the City's 60th Anniversary activities and events in 2008. d. Councilmember Roe noted a request of the National Guard Armory to forma citi- zen committee; and suggested that they be invited to make a presentation to the City Council to solicit members from the City Council and/or community. Mayor Klausing noted that he would be consulting with Colonel Miller in the very near future, and asked that this item be put on hold for a future meeting until after those discussions. 9.
