While only certain employees are covered <br />by the Code of Ethics adopted by Roseville, those other employees are covered by <br />various IVlinnesota Statutes that guide behavior of certain public employees. Thus, <br />training should encompass all of those areas. I would envision 3-4 sessions to involve <br />employees and Public Officials as defined under the Roseville Ethics Code. ®ne of those <br />should be scheduled for night to allow for the attendance of Commission members. Each <br />training session would go from 1 to 2 hours as envisioned. <br />Topics to be Covered <br />In reviewing the areas that should be covered in the training, keep in mind that <br />many provisions of the Roseville Code of Ethics are drawn from, or parallel, specific <br />State Statutes and common law rules that apply in general to Public Officials, elected <br />officials and public employees. Topically, it would make sense to cover those specific <br />statutory and colnlnon law areas and then delve into the Roseville Code of Ethics. This <br />would be discussion based training, first with an outline of the topics and rules, providing <br />copies of pertinent statutes and the Roseville Code of Ethics prior to the meeting. The <br />training session will cover the outline and use question and answer sessions and problem <br />solving exercises to make points in difficult areas.
