How is this r~noney going to be spent before tl~e distrtict ~~nust decertify?
before you approve extending for 2 more years, you need to ask Chris what he plans to do the with
money in TIF district 11, the (LLD Twin Lalces TIF district, that is accumulating X500,000 a year, and
will have about $ 2.7 million available in that district by the end of the year. There were no
expdenditues from of 11 in 2006, except for X400 for administration. What plans are there for using
ti1iS?
The questions is: With over ~ 10 million in these two of districts, why can't that money be used to clean
up Twin Lakes? According to Chris, $6 - 9 million is all we need. We already have that.
Someone needs to aslc Clu is what the legal cite is for keeping Centre Point open beyond its already 25
year life to clean up Twin Lakes. Centre Pointe is a separate district from Twin Lakes 11 (old) and T«~in
Lakes 17 (new). Both Twin Lakes 11 and 17 have created hazardous sub districts. If the legal cite is
469.176 subd. l g, there are three conditions to using that. We may not qualify. Does whoever gave him
this legal advice l~1ow the real situation in Roseville's Tif Districts?
Someone needs to ask C1~ris if we have settled up with the developer involved.
Someone needs to aslc Clu is if we have the land owners permission to clean it up.
Someone needs to ask Cris if the City will then place an assessment on the property for the
improvement, similar to an assessment for a road or other impovement to the property. Shouldn't the
land owners pay for the clean up?
The first attaclunent is just centre point in a word file. the second attacl~nent is an excel file.
Here's one more instance of where staff tells Council only what they want you to know, and frame it in
such a way that you surely will approve their proposed action. Isn't everybody for cleaning up Twin
Lakes? Since the Council doesn't even know what's going on, you have no way to monitor. Your simply
at the mercy of staff.
There's no way for you to really monitor this issue without knowing the full story of what's going on in
the 7 or so of districts still active. How much do you know about them?
Al Sands
10/8/2007
