EXTRACT OF MINUTES OF MEETING <br />OF CITY COUNCIL <br />OF CITY OF ROSEVILLE <br />RAMSEY COUNTY, MINNESOTA <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, <br />Minnesota, was held in the City Hall in said City on Monday, August 27, 2007, at 6:00 o'clock p.m. <br />The following members were present: Ihlan, Pust, Kough, Roe and Klausing and the following were <br />absent: none <br />Councilmember Roe introduced the following resolution and moved its adoption: <br />RESOLUTION 10543 <br />RESOLUTION DECLARING COST TO BE ASSESSED <br />RECEIVING PROPOSED SPECIAL <br />ASSESSMENT ROLL AND PROVIDING FOR HEARINGS <br />FOR P-OS-02 CHATSWORTH/ LOVELL RECONSTRUCTION PROJECT <br />WHEREAS, contracts have been let and costs have been determined for City Project P-OS-02 <br />Chatsworth and Lovell (Neighborhood 32) Reconstruction project on all that property adjacent to the <br />road for the reconstruction of the street by the installation of bituminous paving, concrete curb and <br />gutter, storm sewer, landscaping, utility repair, and necessary appurtenances; and <br />WHEREAS, the forgoing is in the area described in the legal notice relating to the original <br />hearing on the improvements and the resolutions relating thereto, and the contract price for such <br />improvements is $156,746.24 ,and of this cost the City will pay $117,561.70 as its share of the cost. <br />The cost to be specifically assessed is hereby declared to be $39,184.54 ;and <br />NOW, THEREFORE, BE IT RESOLVED by the Mayor and the City Council that: <br />1. The proposed assessment roll for the Chatsworth and Lovell (Neighborhood 32) reconstruction <br />project now on file and open to public inspection in the office of the City Manager is approved. <br />2. A hearing shall be held on the 24th day of September, 2007 in the city hall at 6:00 p.m. to pass <br />upon such proposed assessment and at such time and place all persons owning property affected <br />by such improvement will be given an opportunity to be heard with reference to such assessment. <br />3. The City Manager is hereby directed to cause a notice of the hearing on the proposed assessment <br />to be published once in the official newspaper at least two weeks prior to the hearing, and he <br />shall state in the notice the total cost of the improvement. He shall also cause mailed notice to be <br />given to the owner of each parcel described in the assessment roll not less than two weeks prior <br />to the hearings. <br />4. The owner of any property so assessed may, at any time prior to certification of the assessment to <br />the county auditor, pay the whole of the assessment on such property, to the City Manager, no <br />interest shall be charged if the entire assessment is paid within 30 days from the adoption of the <br />assessment. The owner may at any time thereafter, pay to the County Auditor the entire amount <br />of the assessment remaining unpaid, with interest accrued to December 31 of the year in which <br />
