EXTRACT OF MINUTES OF MEETING OF CITY COUNCIL OF CITY OF ROSEVILLE RAMSEY COUNTY, MINNESOTA Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, Minnesota, was held in the City Hall in said City on Monday, August 27, 2007, at 6:00 o'clock p.m. The following members were present: Ihlan, Pust, Kough, Roe and Klausing and the following were absent: none Councilmember Roe introduced the following resolution and moved its adoption: RESOLUTION 10543 RESOLUTION DECLARING COST TO BE ASSESSED RECEIVING PROPOSED SPECIAL ASSESSMENT ROLL AND PROVIDING FOR HEARINGS FOR P-OS-02 CHATSWORTH/ LOVELL RECONSTRUCTION PROJECT WHEREAS, contracts have been let and costs have been determined for City Project P-OS-02 Chatsworth and Lovell (Neighborhood 32) Reconstruction project on all that property adjacent to the road for the reconstruction of the street by the installation of bituminous paving, concrete curb and gutter, storm sewer, landscaping, utility repair, and necessary appurtenances; and WHEREAS, the forgoing is in the area described in the legal notice relating to the original hearing on the improvements and the resolutions relating thereto, and the contract price for such improvements is $156,746.24 ,and of this cost the City will pay $117,561.70 as its share of the cost. The cost to be specifically assessed is hereby declared to be $39,184.54 ;and NOW, THEREFORE, BE IT RESOLVED by the Mayor and the City Council that: 1. The proposed assessment roll for the Chatsworth and Lovell (Neighborhood 32) reconstruction project now on file and open to public inspection in the office of the City Manager is approved. 2. A hearing shall be held on the 24th day of September, 2007 in the city hall at 6:00 p.m. to pass upon such proposed assessment and at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment. 3. The City Manager is hereby directed to cause a notice of the hearing on the proposed assessment to be published once in the official newspaper at least two weeks prior to the hearing, and he shall state in the notice the total cost of the improvement. He shall also cause mailed notice to be given to the owner of each parcel described in the assessment roll not less than two weeks prior to the hearings. 4. The owner of any property so assessed may, at any time prior to certification of the assessment to the county auditor, pay the whole of the assessment on such property, to the City Manager, no interest shall be charged if the entire assessment is paid within 30 days from the adoption of the assessment. The owner may at any time thereafter, pay to the County Auditor the entire amount of the assessment remaining unpaid, with interest accrued to December 31 of the year in which
