Consider request of Community Development Department to perform a City <br />Abatement at 196 County Road C to Correct Public Nuisance Violations <br />Mr. Munson reviewed specifics of the proposed abatement of this subject property <br />to resolve a nuisance violation on the property, currently vacant, and failed at- <br />tempts to reach the property owner. Mr. Munson noted that, due to weather- <br />related time constraints, staff was seeking authorization from the City Council to <br />perform abatement for the yard (i.e., removal of discarded furniture, household <br />items and junk/debris), in violation of City Code, Sections 407.02/d and 407.03H. <br />Mr. Munson advised that additional City Code violations, including a much dete- <br />riorated deck attached at the rear of the home, and a detached accessory building <br />in significant disrepair remained pending, waiting for verification from the appar- <br />ent lender, Wells Fargo, on ownership verification and potential negotiation for <br />clean up, and or abatement and assessment. Mr. Munson advised that staff had <br />only recently become aware of ownership changes in the property when utilities <br />were disconnected, and contact information was obtained; with the City having <br />posted the property over one month ago. Estimated costs for exterior yard abate- <br />ment was estimated by staff at between $450 - $850. <br />Mr. Munson advised the Council that the property owner of record had been noti- <br />fied about tonight's meeting and staff-recommendations to the City Council. <br />Mayor Klausing noted for the record that the property owner was not present at <br />tonight's meeting. <br />Pust moved, Roe seconded, authorization for staff to abate above-referenced pub- <br />lic nuisance violations, as detailed by staff, on the property at 196 County Road <br />C, by hiring a contractor to remove all refuse and debris from the yard, with costs <br />of the abatement reported to the City Council following work; and the property <br />owner then billed for actual and administrative costs; and if not paid, staff di- <br />rected to recover costs as specified in City Code, Section 407.07.B. <br />
