Call Roll Mayor Klausing called to order the Roseville City Council regular meeting in regular open session at approximately 6:00 p.m. and welcomed everyone. (Voting and Seating Order for November: Roe; Pust; Kough; Ihlan; and Klausing) City Attorney Jay Squires was also present. 2. Approve Agenda Councilmember Ihlan requested removal of Consent Items 8.c and 8.e respectively enti- tled, "Adopt a Resolution Establishing a Procedure for Advisory Ethics Opinions;" and "Enact an Ordinance Amending Title Five, Chapter 501 of the City Code encouraging Sterilization of Domestic Animals and Compliance with the City's Licensing Require- ments." Councilmember Roe concurred with the requested removal of Consent Item 8.e. The agenda was approved by consensus, as amended. 3. Public Comment Mayor Klausing called for public comment by members of the audience on any non- agenda items. a. Al Sands, 2612 Aldine Mr. Sands provided a bench handout entitled "Roseville's Use and Abuse of Tax Increment Financing," and expounded on its contents. b. John Kysylyczyn, 3083 N Victoria Street Mr. Kysylyczyn expressed concern that draft City Council meeting minutes from previous meetings were no longer included in the website version of the City Council agenda packets; and encouraged Councilmembers to reinstate their past practice of including them in packet materials. Mr. Kysylyczyn acknowledged that the City Council was meeting State Statute requirements by having a copy available for the public at the meeting. Mr. Kysylyczyn provided a bench handout related to residential property code en- forcement issues; with a detailed list of recent staff-implied statements and his in- terpretation of "what we know to be true;" asking that Councilmembers or staff address these issues prior to discussion scheduled for the November 26, 2007 City
