III. THE QUIET TIME 1996 - 2001 <br />1. In 1996, the State Legislative Auditor studied <br />cities use of TIF and reported back to the legislature. <br />Basically, it said cities were not closing out TIF <br />districts as they should when they've done their duty, <br />but instead were kept intentionally remaining open <br />and spending money on non TIF projects, such as <br />recreational centers. That's how Shoreview, <br />Maplewood, Mounds View and other cities primarily <br />funded their community centers. Our current <br />Planning Commission Chair declared it's our "TIF <br />dividend", for putting up with the added traffic, etc.. <br />In 1999, the State legislature stopped cities from <br />using TIF for unrelated non economic development <br />purposes. Roseville was too slow on the trigger for <br />this one. Funds have to be used for development <br />purposes. <br />2. In 1996, Mayor Dan Wall held a series of <br />TIF seminars, bringing in a variety of TIF experts (a <br />specialty industry has built up to service the <br />complicated TIF law. The result is the present TIF <br />policy that tended to limit how Roseville should use <br />TIF: _ <br />4 <br />
