IV. BACK TO THE BIG TIME <br />In 2001, Our development department dreamed <br />up a development scheme to change the nature of the <br />land use of around 200 acres surrounding Twin <br />Lakes( Langton Lake). The first big attempt to select <br />a "master developer" failed. But that's another story. <br />V. BACK TO BASICS? <br />There continues to be opposing sides on the <br />existing use of our TIF districts. <br />One side says: I represent the city only. It's my <br />job to get every nickel into the door for the city that I <br />can. If I recall correctly, I believe Dean Maschka <br />espoused that view during our TIF seminars in 1996). <br />The generally losing side says lets be <br />reasonable and not grab more than we need for what <br />we want to do. Let's not just grab it for ourselves just <br />because we legally can. <br />6 <br />
