Call Roll Mayor Klausing called to order the Roseville City Council Truth-in-Taxation Hearing at approximately 6:00 p.m. and welcomed everyone. (Voting and Seating Order for December: Kough; Roe; Ihlan; Pust; and Klausing) City Attorney Terry Foy was also present. 2. Truth-in-Taxation Hearing City Manager Malinen provided opening statements on his previous submission of the proposed City Manager-recommended 2008 Budget and Calendar; goals and priorities, consistent with Imagine Roseville 2025 community visioning, City Council and staff dis- cussions. Finance Director Chris Miller reviewed the purpose of the Truth-in-Taxation Public Hearing for presenting an overview of the City's spending plan for the upcoming year; establishing the need for a property tax levy; summarize the tax impact to property own- ers; and to allow comments and suggestions from the general public for the city-only taxation portion of the Truth-in-Taxation statements previously mailed to all taxpayers of the community. Mr. Miller provided an overview of the 2008 budgeting process and the status of the 2008 City Budget and Tax Levy at this time. City Manager Malinen and several Department Heads were available to respond to any questions of the City Council or citizens. Councilmember Kough expressed frustration that he had not received a response from staff on some of his previously-submitted written comments related to the Public Works budget; and sought individual Council discussion with specific Department Heads. Mr. Miller apologized if Councilmember Kough hadn't received a response; and sug- gested discussion prior to the December 17, 2007 Council meeting where final budget and levy decisions will need to be determined. Mr. Miller reiterated comments by City Manager Malinen during his opening remarks about the lengthy process to-date, since May of 2007, to reach this point with the pro- posed budget and levy; and again offered an open invitation to all Councilmembers to communicate their individual preferences to staff at their earliest convenience.
