Call Roll <br />Mayor Klausing called to order the Roseville City Council Truth-in-Taxation Hearing at <br />approximately 6:00 p.m. and welcomed everyone. <br />(Voting and Seating Order for December: Kough; Roe; Ihlan; Pust; and Klausing) <br />City Attorney Terry Foy was also present. <br />2. Truth-in-Taxation Hearing <br />City Manager Malinen provided opening statements on his previous submission of the <br />proposed City Manager-recommended 2008 Budget and Calendar; goals and priorities, <br />consistent with Imagine Roseville 2025 community visioning, City Council and staff dis- <br />cussions. <br />Finance Director Chris Miller reviewed the purpose of the Truth-in-Taxation Public <br />Hearing for presenting an overview of the City's spending plan for the upcoming year; <br />establishing the need for a property tax levy; summarize the tax impact to property own- <br />ers; and to allow comments and suggestions from the general public for the city-only <br />taxation portion of the Truth-in-Taxation statements previously mailed to all taxpayers of <br />the community. <br />Mr. Miller provided an overview of the 2008 budgeting process and the status of the 2008 <br />City Budget and Tax Levy at this time. City Manager Malinen and several Department <br />Heads were available to respond to any questions of the City Council or citizens. <br />Councilmember Kough expressed frustration that he had not received a response from <br />staff on some of his previously-submitted written comments related to the Public Works <br />budget; and sought individual Council discussion with specific Department Heads. <br />Mr. Miller apologized if Councilmember Kough hadn't received a response; and sug- <br />gested discussion prior to the December 17, 2007 Council meeting where final budget <br />and levy decisions will need to be determined. <br />Mr. Miller reiterated comments by City Manager Malinen during his opening remarks <br />about the lengthy process to-date, since May of 2007, to reach this point with the pro- <br />posed budget and levy; and again offered an open invitation to all Councilmembers to <br />communicate their individual preferences to staff at their earliest convenience. <br />
