Discussion on the Recommended Adjustments to the 2008 Fee Schedule <br />Finance Director Chris Miller presented staff's recommended 2008 Fee Schedule, <br />for direct and indirect costs for the City's regulatory functions. Mr. Miller's re- <br />port indicated new areas for fees (Fire rescue and extrication fee; open burning <br />permit; and false alarm fees -fire); along with increased fees for erosion control <br />inspection permits, public improvement contract applications, leaf program, park <br />dedication fee -residential, and building permit fees. Mr. Miller advised that, if <br />additional increases were indicated during the year, after careful analysis, staff <br />would return to the City Council for further action. <br />Councilmember Pust noted that recently-adopted dog and cat fees had been inad- <br />vertently excluded. <br />Discussion included staff rationale and assumptions for recommended fees and/or <br />adjustments based on administrative time commensurate with staff review costs; <br />and potential reductions in fees based on improved technology. <br />Councilmember Ihlan questioned the need to have a policy in place to clarify that <br />the City would not seek reimbursement from individuals, if they didn't have in- <br />surance that would cover extrication. <br />Mr. Miller advised that he would draft such a policy for Council review and fu- <br />ture adoption. <br />Further discussion included open burning permit and their nature. <br />Mr. Miller advised that he would seek additional information from the Fire Chief <br />on an analysis of past burning permits to determine if the proposed fee would be a <br />deterrent to any past permit holders. <br />Councilmember Ihlan questioned whether the leaf program fee was being consid- <br />ered by staff as a storm sewer utility cost to be spread city-wide. <br />Public Works Director Duane Schwartz and Mr. Miller advised that they would <br />return to the City Council at a future date with staff recommendations, and for a <br />broader policy discussion. <br />
