<br />6.2008 Pavement Management Program <br /> <br /> Mr. Schwartz updated the commission on the street projects approved by <br />the City Council for 2008. <br /> <br /> Member Willenbring asked about doing projects jointly with Arden Hills. <br />Mr. Schwartz said the mill and overlay projects for 2008 had been bid <br />jointly to reduce costs, and other projects will be done that way when <br />possible. <br /> <br /> Member Willenbring asked if roads deteriorated differently when the soils <br />were different. Mr. Schwartz said they definitely do. <br /> <br /> Chair DeBenedet asked what measures were being used for storm water <br />management. Mr. Schwartz said at this point they would be using <br />infiltration practices, such as rain gardens and infiltration trenches rather <br />than porous pavement, which is relatively expensive. <br /> <br /> <br />7.Har Mar PUD Amendments <br /> <br /> Mr. Schwartz went over the amendments. <br /> <br />Member Willenbring asked about storm water. Mr. Schwartz said there <br />would be an underground holding area, which would slowly infiltrate into <br />the ground. <br /> <br />Chair DeBenedet asked if there were any private wells in the area. If there <br />are, a monitoring well might be required because of the large amount of <br />infiltration. Mr. Schwartz said he’d have to check into it. <br /> <br />Member Willenbring asked what type of soils were at the site and wanted <br />to make sure the holding area was designed for that specific soil. Member <br />Vanderwall asked if the holding areas had specific maintenance issues. <br />Mr. Schwartz said yes and that there would be a maintenance agreement <br />between the property owner and the watershed district. <br /> <br />Mr. Schwartz said the city has some questions about the traffic study, and <br />the city has asked Har Mar to do some additional work. <br /> <br />Member Vanderwall questioned why County Road B couldn’t be two <br />lanes all the way from Snelling to Hamline. This would ease congestion at <br />that Har Mar exit. <br /> <br />Member Willenbring pointed out that they were planning to close the first <br />intersection east of Snelling. Member Vanderwall said it wouldn’t hurt to <br />keep it open but make it an entrance only. <br /> <br />Page 3 of 5 <br /> <br />
