Regular City Council Meeting
Monday, December 17, 2007
Page 10
for the [underlying district (based on R-1 standards, not single-family residential
overlay standards] in which they are situated,..."
Councilmember Ihlan questioned whether this would help in her neighborhood, as
her lot was two feet (2') narrower than standard widths.
Councilmember Roe then suggested that the word "or" in line 150 be changed to
"and."
Mayor Klausing expressed concern that this question had not been brought to
staff's attention before tonight's meeting for review and research, along with City
Attorney Squires, in a more comprehensive way. Mayor Klausing opined that,
the study group had reached a consensus, as had the Council majority, and that no
matter how many times the discussion was held, it would not apparently be con-
sistent with Councilmember Ihlan's opinion.
Mrs. Ramalingam, 2182 Acorn Road
Mrs. Ramalingam spoke as a former member of the lot split study group; and ad-
vised that she had changed her opinion on this issue; and encouraged creation of a
formula to protect homeowners from lots around them becoming too small, and to
remain proportional for future development. Ms. Ramalingam noted that Ms.
McGehee had presented a petition at the time of the study group's presentation
that should have been part of the study group's discussion.
Councilmember Roe observed that, while the Council had discussed such a for-
mula for developing minimum standards based on surrounding properties that was
a separate issue, and had not been acted on by the City Council to-date and was
not part of the proposed action tonight. Councilmember Roe advised that to-
night's action involved specific items that Councilmember Pust had previously
identified as having consensus, and had recommended moving forward with at
this time; and had received at the time of that recommendation at a minimum a
4/1 vote, if not a 5/0 vote. Councilmember Roe opined that he still had personal
discomfort in moving forward without further language resolutions tonight, but
supported the overall ordinance provisions.
Ihlan moved, Kough seconded to table this item to allow time to resolve those
language issues previously identified, and to allow further discussion on lot sizes.
Mayor Klausing asked that Councilmember Ihlan pledge to provide, in writing,
her specific concerns before that meeting, and in a timely manner to allow staff
and the City Attorney an opportunity to review those concerns and prepare a re-
searched response.
Councilmember Ihlan advised that she could raise her questions again, and would
prepare those issues, and document specific language, for her colleagues and staff.
