Regular City Council Meeting <br />Monday, December 17, 2007 <br />Page 14 <br />Councilmember Ihlan noted that she intended to vote to allow the district to de- <br />certify at the end of 2007, opining that the district had fulfilled its obligations, and <br />there was no longer any need to keep funds from the City's General Fund, the <br />School District or Ramsey County. Councilmember Ihlan further opined that, <br />given past history in Twin Lakes, should environmental clean up cost remediation <br />be indicated, those funds could be taken from the Twin Lakes District, not from <br />funds of another district; along with identifying and strongly-encouraging respon- <br />sible, polluting parties to pay those costs. <br />Mayor Klausing opined that, his impression was that revenue streams were ex- <br />tremely limited with previous Twin Lakes redevelopment projects to project a <br />workable cash flow situation, requiring additional funding other than the existing <br />Twin Lakes TIF District. <br />Mr. Miller advised that, in his review of past proformas, they all indicated very <br />thin margins. Mr. Miller noted that staff will continue to assess infrastructure <br />costs and a model to allocate those costs among future developers. <br />Councilmember Kough spoke in support of getting the Twin Lakes area cleaned <br />up, and redevelopment that would make the City proud. <br />Mayor Klausing opened and closed the Public Hearing at 8:31 p.m., with no one <br />appearing for or against. <br />Roe moved, Kough seconded, adoption of Resolution No. 10581 entitled, Resolu- <br />tion Adopting Amendment by Supplement to Various Plans and Programs;" ex- <br />tending the duration of the District for an additional two (2) years. <br />Mayor Klausing spoke in support of the motion, with some reservations, unsure of <br />whether the existing Twin Lakes district would be sufficient; however, noted that <br />if so, monies could be refunded and for the time being, could provide an addi- <br />tional tool for funding flexibility. <br />Councilmember Roe spoke in support of the motion; noting the discussion held at <br />the Planning Commission level, and the flexibility of this potential tool and re- <br />funding the increment to taxing authorities if not used. <br />Councilmember Pust spoke in support of the motion; opining that it was basically <br />a timing decision with potential funding for public purposes; and if not, refunding <br />to taxing jurisdictions, and had the potential to effectively enhance redevelopment <br />in the community. <br />Roll Call <br />Ayes: Kough; Roe; Pust; and Klausing. <br />Nays: Ihlan. <br />Motion carried. <br />
