Regular City Council Meeting <br />Monday, December 17, 2007 <br />Page 17 <br />Further discussion included existing vacancies and the use of those salary allot- <br />ments for other expenditures (i.e., severance packages for retirees); and vehicle <br />replacement scheduled. <br />Police Chief Carol Sletner advised that extensive research had been done, based <br />on University of Minnesota studies, on actual costs and timing for vehicle re- <br />placement, using maintenance costs, resale values, and other considerations. <br />Roll Call (Iblan Amendment #1) <br />Ayes: Ihlan. <br />Nays: Roe; Pust; and Klausing. <br />Abstention: Kough. <br />Motion failed. <br />Ihlan moved moved, Kough seconded, removing the $80,000 contingency / Imag- <br />ine Roseville 2025 Fund (Councilmember Ihlan's memo item #2). <br />Mayor Klausing spoke in opposition, procedurally as previously stated; as well as <br />fundamentally, in initiating priorities from this community visioning process; <br />opining it represented minimal impacts to tax payers, and was money well-spent. <br />Councilmember Pust spoke in opposition to the amendment, opining that citizens <br />had taken time to inform the City Council of their priorities, and it was important <br />for the Council to listen to those priorities. Councilmember Pust suggested it may <br />be more prudent for Councilmember Ihlan to suggest cost-savings from the addi- <br />tional cost allotment for supplies, contract maintenance, or motor fuel and energy <br />costs. <br />Councilmember Roe spoke in opposition to the motion, noting that staff had re- <br />duced the original amount from $200,000; and spoke on behalf of Councilmember <br />Ihlan procedure, that she had gotten her memorandum to Councilmembers before <br />tonight's meeting, allowing him time for sufficient review. <br />Mayor Klausing clarified that his procedural comments had been related to not <br />having time for public review of the suggestions, and expressed his personal ap- <br />preciation to Councilmember Ihlan for providing the information for Council re- <br />view before tonight's meeting. <br />Councilmember Roe opined that Councilmember Ihlan's memorandum should <br />have been included in tonight's Council packet, and it had not been included. <br />
