<br />Mr. Jeffrey Agnes <br /> <br />3 <br /> <br />September 12, 2007 <br /> <br />As requested by City staff, this traffic study has been performed to determine to what extent the <br />above referenced changes will affect the quality of traffic operations at the following three <br />intersections during the weekday p.m. peak hour and the Saturday mid-day peak hour: <br /> <br />. Snelling A venue and County Road B <br />. Snelling A venue and Har Mar access drive <br />. County Road B and main Har Mar access drive <br /> <br />Along the frontages of the Har Mar site, Snelling A venue presently has a speed limit of 45 mph, <br />and County Road B has a speed limit of 35 mph. The intersection of Snelling A venue with <br />County Road B has traffic signal control, which is coordinated with the Har Mar access <br />intersection to the south on Snelliug Avenue. The traffic signal provides protected only left turns <br />on Snelling Avenue and protected/permissive left turns on County Road B. The north leg of <br />Snelling A venue provides two left turn lanes, two through lanes, and a right turn lane. The south <br />leg of Snelling A venue provides one left turn lane, two through lanes, and a channelized right <br />turn lane. The west leg of County Road B provides one left turn lane, one through lane, and one <br />lane which serves both through and right turn movements. The east leg of County Road B <br />provides one left turn lane, two throngh lanes, and one short right turn lane. <br /> <br />The intersection of Snelling A venue with the Har Mar access is controlled by a traffic signal, <br />which provides protected only left turns on Snelling A venue. The east and west legs of the <br />intersection accommodate all movements on a single green ball phase. The north and south legs <br />of Snelling A venue provide a left turn lane, two through lanes, and a right turn lane. The right <br />turn lane on the south leg is channelized. The west leg provides a left turn lane and a shared <br />through/right turn lane. The east leg provides one lane each for left turns, through movements, <br />and right turns. <br /> <br />The intersection of County Road B with the main Har Mar access is controlled by a traffic signal, <br />which provides protected/permitted left tnrn movements on all four legs of the intersection. The <br />west and east legs of County Road B provide a left turn lane, a through lane, and a shared <br />through/right turn lane. The n0l1h and south legs of the intersection both provide a left turn lane <br />and a shared through/right turn lane. <br /> <br />TRAFFIC FORECASTS <br /> <br />Consistent with standard practice, the traffic forecasts and analyses in this rep0l1 have been <br />prepared for 2009, one year after expected completion of the development plan. Thus, for both <br />the weekday p.m. peak hour and for the Saturday mid-day peak hour, traffic forecasts and <br />analyses have been completed for the following three scenarios: <br /> <br />. Existing <br />. 2009 no-build <br />. 2009 build <br /> <br />We established existing volumes through use of counts conducted by Mn/DOT staff at the <br />Snelling A venue/County Road B intersection and counts conducted by our staff at the Har Mar <br />
