<br />Mr. Jeffrey Agnes <br /> <br />16 <br /> <br />September 12,2007 <br /> <br />CONCLUSIONS <br /> <br />Detailed analyses have been presented in this report to address traffic implications associated <br />with the concept PUD application submitted for the Har Mar Shopping Center. Though all <br />existing access drives serving the shopping center will be preserved under the PUD application, <br />the 2009 build scenario has accounted for potential closure of an existing right turn in and out <br />only access drive on County Road B. Two reasons for this consideration are: I) closure of this <br />driveway may be considered in the future and 2) closure of this driveway represents "worst case" <br />conditions regarding traffic volumes and associated queuing for vehicles exiting the site at the <br />main Har Mar access drive on County Road B. <br /> <br />Major conclusions from the analyses presented in this report are as follows: <br /> <br />a) Regarding gross trip generation, the proposed uses in the concept PUD will generate <br />slightly fewer trips during the weekday p.m. peak hour than the former uses they are <br />replacing. During the Saturday mid-day peak hour, the proposed uses will generate <br />about 167 more gross trip ends than the fornler uses they are replacing. These results <br />for both time periods presume that the entire 6.600 square foot building in space 66 <br />(adjacent to the main access on County Road B) will be a sit-down restaurant. If <br />current plans to divide this building equally between restaurant and retail uses are <br />implemented, trip generation under the concept PUD will be reduced during both the <br />weekday p.m. and Saturday mid-day peak hours. <br />b) Given the slight reduction in trip generation during the weekday p.m. peak hour, no <br />significant changes will be experienced during this time period under 2009 build <br />conditions regarding traffic volumes or level of service conditions at the three subject <br />intersections. <br />c) Though trip generation is slightly greater under the 2009 build conditions during the <br />Saturday mid-day peak hour, this difference will not cause any significant change in <br />level of service at the three subject intersections. <br />d) The main Har Mar access drive on County Road B should be revised per the plan <br />shown in Figure 6 in order to effectively accommodate traffic entering and exiting the <br />site at this location. <br /> <br />On an overall basis, we are confident the proposed concept PUD for the Har Mar Shopping <br />Center will not cause any adverse traffic impacts on the affected roadway system, provided that <br />the main access drive on County Road B is revised per the recommended plan. <br />
