Regular City Council Meeting <br />Monday, January 07, 2008 <br />Page 8 <br />Mayor Klausing expressed concern that, in some instances, it may be more in the <br />public's interest not to broadcast a meeting to allow different dynamics and bene- <br />fits. Mayor Klausing noted that all meetings were public; but opined that meet- <br />ings such as goal setting sessions may provide more of a relaxed atmosphere for <br />open discussion, outside the recording and broadcast venue. <br />Councilmember Ihlan reiterated her proposed language amendment; making an <br />assumption that all meetings were recorded, with any deviations noted for the re- <br />cord. <br />Councilmember Roe concurred with the proposed language of Councilmember <br />Ihlan regarding recording meetings. <br />Councilmember Roe suggested, given the numerous revisions discussed, that the <br />Rules of Procedure be included on a future agenda as a consent item. <br />Councilmember Ihlan suggested language in the last sentence of Rule 8, to <br />read: "When the Council conducts a meeting outside the City Council Chambers, <br />the ( ]meeting shall be similarly re- <br />corded; [unless directed otherwise by Council motion.]" <br />Councilmember Pust suggested simplified language by not limiting meetings to <br />the Council Chambers. <br />Councilmember Roe suggested even further simplifying the language, when the <br />City Council so acts by motion, it could elect not to broadcast a meeting. <br />Councilmember Pust suggested clarified language revisions as follows: <br />"Except for closed executive sessions authorized under state law, all meetings of <br />the City Council shall be shown live when technically possible and recorded in <br />their entirety for replay on the municipal cable channel and for web streaming, <br />[except when the City Council directs by motion otherwise.J' <br />Councilmember Pust requested that any references to a " 2/3" vote of the City <br />Council be grammatically corrected to read " 2/3" without an apostrophe or show- <br />ing (i.e., Rule 9). <br />Mayor Klausing requested that staff make the proposed changes as discussed, and <br />return the draft document to a future meeting, not as a consent item. <br />c. Discuss City Council Liaisons <br />Councilmember Roe introduced discussion of individual Council liaisons and re- <br />porting assignments for advisory commissions, community groups and the HRA, <br />opining that communication had improved between and among the bodies.
