Mayor Kysylyczyn added two 2 items under P
O ubhc
Comment
Mayor Kysylyczyn brought to the Council's attention a
December 16, 2002 letter received regarding the
handicapped accessibility of the facilities at Cederholm
Golf Course; asking that staff follow-up resolve or address
any issues for future solutions.
Mayor Kysylyczyn recognized past contributions and
recent deaths of two friends of the City of Roseville: Gary
Wood, who lived on Lake Owasso and worked with the
lake association and City's Police Department; and Bob
Renner, President of the Minnesota Taxpayer's League.
II. Review Agenda Review
Mayor Kysylyczyn called for any comments or discussion on Agenda
the Consent Agenda. There were no comments.
III. Presentations Presentations
A. Legal Aspects of City Sign Policy City Sign
City Attorney Squires reviewed his comments from the Policy
bench handout regarding legal aspects of sign regulation in
the City. Mr. Squires reviewed the City's existing code
(Chapter 1009.02), specifically the various sign
designations: advertising; commercial; political; or
noncommercial signs.
The request for City Attorney opinion had been prompted
by the recent lawn signs entitled, "Save Roseville," placed
by the Roseville Concerned Citizens.
Mr. Squires reviewed prohibited signs (1009.03A); and
allowed noncommercial signs (1009.01).
It was Mr. Squires' opinion that the signs, as placed, if
they were not within right-of--way, would be classified as
noncommercial signs. Mr. Squires further addressed First
Amendment issues as they related to content.
