Regular City Council Meeting <br />Monday, January 28, 2008 <br />Page 12 <br />Mayor Klausing spoke in support of the motion; opining that considerations re- <br />lated to environmental and aesthetic issues, in addition to safety and emergency <br />equipment access needed to be considered, to allow more flexibility in a full- <br />developed, inner-ring suburb such as Roseville. <br />Councilmember Ih1an noted that some inner-ring suburbs were moving away from <br />cul-de-sacs completely; and suggested that the City of Roseville consider such. a <br />policy. <br />Roll Call <br />Ayes: Pust; Roe; and Klausing. <br />Nays: Ihlan. <br />Motion carried. <br />Roe moved, Pust seconded, approval of the Ordinance Summary describing the <br />amendments to Title 10 (Zoning) and Title 11 (Subdivisions) of the Roseville City <br />Code, to be used for official publication. <br />Councilmembers respectfully recognized Councilmember Ihlan's position and <br />subsequent vote; however requested that Councilmember Ihlan consider taxpayer <br />costs for publishing the full ordinance, rather than just a summary. <br />Councilmember Ihlan opined that it was taxpayer monies well spent, to ensure <br />that the public was aware of the full extent of ordinance amendments. <br />Ayes: Pust; Roe and Klausing. <br />Nays: Ihlan. <br />Motion failed. <br />Roll Call <br />City Attorney Anderson clarified that the motion to publish the summary required <br />super majority vote of all members, and since it did not pass, would require publi- <br />cation of the entire ordinance, not just a summary. <br />c. Adopt an Ordinance amending Titles 10 and 11 of the Roseville City Code <br />pertaining to Zoning and Subdivision Codes based on recommendations <br />from the Single-Family Residential Lot Split Study (PROJ-0001) <br />Economic Development Associate Jamie Radel reviewed the background for this <br />requested adoption of an ordinance amending Zoning Code (Title 10) and Subdi- <br />vision Code (Title 11), specific to the creation of aSingle-Family Residential <br />Zoning Overlay District (SFROD) as it related to lot standards for side lot lines, <br />public streets and driveway placement. Ms. Radel noted that more comprehen- <br />sive work was pending on environmentally-friendly development practices that <br />encompassed many portions of the City's Code, and that would be brought for- <br />ward at a later date. <br />
