Regular City Council Meeting
Monday, January 28, 2008
Page IS
Councilmember Ihlan expressed disappointment that the Council was not delay-
ing this action until the full Council was present, and to hear comments from
Councilmember Kough, prior to enactment. Councilmember Ihlan reiterated her
opinion that this ordinance would create smaller lot minimums, without adequate
policy for doing so, and opined that a court in the future would concur.
Councilmember Pust reiterated that the proposed ordinance was not intended to
approve smaller minimum lots.
Councilmember Pust noted three typographical errors on the chart, where "princi-
ple" needed to be changed to "principal" structure.
Councilmember Roe spoke in support of the motion; and opined that, based on his
understanding of the proposed ordinance, it didn't give anyone any additional op-
tions for their property above what they currently held; and that the purpose of the
ordinance was to move the requirements from Section 1012 into a table, for pub-
lic, staff and City Council convenience and clarity.
Roll Call
Ayes: Pust; Roe and Klausing.
Nays: Ihlan.
Motion carried.
Mayor Klausing respectfully recognized Councilmember Ihlan's position and
subsequent vote; however requested that Councilmember Ihlan consider taxpayer
costs for publishing the full ordinance, rather than just a summary.
Councilmember Ihlan opined that it was taxpayer monies well spent, to ensure
that the public was aware of the full extent of ordinance amendments.
Pust moved, Roe seconded, approval of the Ordinance Summary describing the
amendments to Title 10 (Zoning) and Title 11 (Subdivisions) of the Roseville City
Code, to be used for official publication.
Ayes: Pust; Roe; and Klausing.
Nays: Ihlan.
Motion failed.
Roll Call
10. Public Hearings
a. Public Hearing regarding Don Pablo's Alcohol Compliance Failure Pre-
sumptive Penalty
City of Roseville Police Sergeant Matt Marshall provided background informa-
tion on the compliance failure circumstances of Don Pablo's regular alcohol
