City Manager Malinen concurred <br />with Chief Gasaway's recommendation, that an independent update would pro- <br />vide the necessary information, or the next chapter, now that service delivery has <br />changed. <br />Public Comment <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn opined that this recommendation was "putting the cart before the <br />horse," when since the previous study, at least four of the five elected officials, <br />and the City Manager were not present for those initial discussions, and had ap- <br />parently not reviewed the $30,000 report; meeting minutes, and/or staff commen- <br />tary held in 2000/2001. Mr. Kysylyczyn suggested that the City Councilmembers <br />check with City Hall Project Manager Duane Schwartz on the reason to move <br />others into the City Hall building, as a precursor to demolishing Fire Station #1. <br />Mr. Kysylyczyn recommended a review of past history as a critical component to <br />determine current and future needs and projections. <br />Klausing moved, Ihlan seconded, authorizing the City to enter into an agreement <br />with System Planning Corporation/TriData Division to conduct a fire station loca- <br />tion study as outlined in the staff report dated January 28, 2008 and attached <br />scope of study in an amount not to exceed $9,778.00, with funds to be taken from <br />the City Building Replacement Fund. <br />Councilmember Ihlan, while willing to vote on the issue, suggested further dis- <br />cussion when the full Council was available, with Councilmember Kough provid- <br />ing his perspective, and to provide a more balanced decision. <br />Councilmember Pust opined that she was ready to take the vote; and spoke <br />against the motion, opining that there was no need for a study, that staff could <br />make a recommendation; and that if required, the proposed update should have <br />been in the 2008 budget. <br />Councilmember Roe advised that, after considering this and hearing discussion, <br />he would support the study update. <br />Roll Call <br />Ayes: Roe; Ihlan; and Klausing. <br />Nays: Pust. <br />Motion carried. <br />City Manager Malinen confirmed, at the encouragement of Councilmembers, that <br />the Capital Improvement Program study for equipment and structures was sched- <br />uled to come before the City Council at their April or May of 2008 meeting. <br />
