wishes of citizens addressing the Council or• the Planning Commission in the past. It also seems
at odds with the Imagine 2025 document.
Summary:
It would appear that to some extent both the Cul de Sac issue and the Lot Split Overlay District
are being presented now to try to deal with one specific development request and one specific
law suit. Tlus is not a proper method for addressing policy. As stated in the Recommendations
by Deb Bloom and Brian Lloyd, a comprehensive update of the Subdivision section of the City
Code should be undertaken. I agree with this statement and it is particularly timely to tie this
update and the changes to the current revisions of the Comprehensive Plan and the information
published in the Imagine 2025 document. It is particularly short-sighted to create ordinances that
re-zone over half the city and set safety requirements that are outside the minimum requirements
of the state fire code.
I hope that the Council will table both issues and institute a moratorium, if necessary, to wait
until policies addressing both the Imagine 2025 and the new Comprehensive Plan can be
developed.
Tam McGehee
